Subject:- Online Marine Casualtv Reportins System.
1. The Directorate General of Shipping issued Merchant Shipping Notice No.18 of 2009
dated 09.04.2009 which mandated that in the event of any marine casualty, or when a
ship is overdue, or defect discovered aff'ecting the safety of the ship, or efficiency of the
vessel's operation, the master/ship manager/ ship owner of the ship shall communicate
this information to the DG Commcentre. First report of marine casualty/incident attached
to the said notice as annexure-l was also to be completed and forwarded to the DG
Commcentre at the earliest but not later than 24lvs ofoccurrence.
2. The information regarding marine casualties are cuffently provided by the shipping
companies to DG Commcentre by email and it is not entered on any online platform.
3. To modernise the process of casualty reporting, the Directorate General of Shipping has
introduced online 'Marine Casualty Reporting System'. The said online 'Marine Casualty
Reporting System' can be accessed through the DG Shipping
portal https://dgshippine.gov.in from the link - "DG Commcentere Online Marine
Casualty Reporting"
4. Accessing the online 'Marine Casualty Reporting' portal on the website of Directorate
General of Shipping will give users access to an online FIR form. A user needs to filI out
basic information including Name, Company, Designation, Email and Mobile Phone
number for the FIR page to be accessed. After a user fills this basic data on the portal,

OTP on the portal, the online 'Marine Casualty Reporting System' will be opened. This
will allow frlling up the FIR form.
5 The user will need to enter the required information in all the specified fields. On
pressing the 'submit' button, an alert will be sent to DG Commcentre confirming the
submission of FIR. The user will also receive email with details of information submitted
to DG Commcentre. The email to the user will also contain a link which will allow the
registered user to access the portal and update information regarding the specific casualty
incident. The validity of the link is for limited period of 30 (thirty) days. If, after the
period of expiry of the link, frrther information is required to be updated regarding the
said casualty, DG Commcentre may be contacted for regeneration of a new link for the
said casualty, which will be sent via email to the user.
6. Each new casualty that is reported via the online 'Marine Casualty Reporting System'
will be via the process specified at para 5. The user will therefore need to fill the required
data, receive OTP, access the FIR page and receive a link via email once the FIR is
submitted.

displayed on DG Shipping's website.
This M.S Notice comes into force with immediate effect and is issued with the approval
of the Director General of Shipping and Additional Secretary to the Govt. of India,
Shipping.
