ने पटसन और पटसन वस्त्र जनयंरण आदिे , 2016 के खंड 6(1) (i) में प्रदत िजक्तयों का प्रयोग करत े हुए एक िूट वर् ा
(िुलाई-िनू ) (कच्चा एवं पक्का, बेल वाल े या बेलरजित कच्चा िटू ) म ें 500 ककलोग्राम या इससे अजधक मारा के कच्च े िूट का
व्यापार करनेवाले डीलरों/व्यापाररयों/एिेंजसयों /स्ट्टॉकधाररयों को जनदेि कदए थ े कक इस आदेि के प्रकािन की जतजथ से
30 कदनों के भीतर इस कायाालय के वेबसाइट (jutecomm.gov.in) एवं ‘िूट स्ट्माटा” पोटाल पर पंिीकरण करन ेिते ु आवेदन
करें। एस.ओ. 2523(ई) कदनांक 18 िून, 2021 के खण्ड 4 में उजललजखत था कक “एक जनधााररत जतजथ िोगी, जिसका जनधाारण
यथा समय ककया िाएगा। इस जतजथ के बाद ककसी भी व्यापारी / डीलर/ एिेंसी या स्ट्टॉककस्ट्ट इत्याकद को कच्चे िूट के
व्यापार/स्ट्टॉककंग की कोई अनुमजत निीं दी िाएगी और िो व्यापारी / डीलर / एिेंसी /स्ट्टॉककस्ट्ट उस जतजथ तक पंिीकरण
निीं करत े ि ैंउन्ि ेंप्रजतबंजधत कर कदया िाएगा तथा कानून के तित उन्ि ेंसिा भी दी िाएगी” |
2. िबकक, आदेि कदनांक 29.06.2022, 07.07.2023, 05.03.2024 एव ं 29.05.2025 के द्वारा कच्च े िूट के
डीलरों/व्यापाररयों/एिेंजसयों /स्ट्टॉकधाररयों को िूट स्ट्माटा पोटाल पर पंिीकृत करान े के जलए पयााप्त अवसर कदया गया था।
3. पटसन और पटसन वस्त्र जनयंरण आदिे , 2016 के खण्ड 5 (2) म ें उजललजखत कारकों तथा खण्ड 5 (1) (i) म ें प्रदत
िजक्तयों का प्रयोग करते हुए म,ैं अमृत राि, पटसन आयुक्त, एतद्वारा जवजनर्दाष्ट करती ह ूँ कक कदनांक 01.04.2026 से िूट

की खरीद निीं करेंगे।
4. कदनांक 01.04.2026 से िूट जमलों के जलए यि अजनवाया िोगा कक क्रय आदिे /रूक्का म ें आपूर्ताकताा/दलाल का पटसन
आयुक्त के साथ पंिीकरण संख्या का अवश्य उललेख ककया िाए तथा िूट स्ट्माटा पोटाल अथाता
https://smart.jutecomm.gov.in के माध्यम से प्रस्ट्ततु जमल रसीद जववरणी म ेंभी परेर्क (कन्साइनर) के पंिीकरण संख्या
का अवश्य उललेख ककया िाए।
5. ऐस े स्ट्टॉककस्ट्ट / व्यापारी जिनके पास पटसन आयुक्त के साथ वैध पंिीकरण ि ै उनकी सूची पटसन आयक्तु के वेबसाइट
https://jutecomm.gov.in पर आवजधक तौर पर अद्यजतत की िाएगी।
6. यि आदिे कदनांक 01.04.2026 से लागू िो िाएगा तथा अगले आदेि तक वैध रिगे ा।

ORDER
Kolkata, the 24th February, 2026
S.O. 1010(E).— Whereas, vide notification S.O. 2523 (E) dated 18th June 2021, Jute Commissioner in exercise
of powers conferred under Clause 6 (1) (i) of the Jute and Jute Textiles Control Order, 2016 directed that all dealers /
traders / agencies / stockists etc. trading with 500 kgs or more quantity of raw jute in a jute year (July-June) (kutcha and
pucca, baled and unbaled raw jute) to apply to the office of the Jute Commissioner for registration within a period of
30 days from the date of publication of this Order in the proforma in this office website [jutecomm.gov.in] & ‘JUTE
SMART’ portal. The clause 4 of the S.O. 2523 (E) dated 18th June 2021 stated that “There shall be a fixed date, to be
decided in due course, beyond which no trading/stocking of raw jute will be allowed by any trader/dealer/agency or
stockists etc & the same will be prohibited & punishable by law for such traders / dealers / agency / stockists who do
not register by that date.”
2. Whereas, vide orders dated 29.06.2022, 07.07.2023, 05.03.2024 and 29.05.2025; sufficient opportunity has
been given for the dealers/traders/agencies/stockists of raw jute to register on the Jute SMART portal.
3. After giving consideration to factors enumerated in Clause 5 (2) and in exercise of the powers conferred on me
by Clause 5(1) (i) of the Jute and Jute Textiles Control Order, 2016, I ,Amrit Raj, Jute Commissioner, hereby specify
that with effect from 01.04.2026, the jute mills shall not purchase raw jute from the stockists / trader / dealer / agency
which do not have a valid registration with O/o Jute Commissioner.
4. It shall be mandatory for the Jute Mills to submit the Registration Number with Jute Commissioner of the
supplier/broker in the Purchase Order/Rukka and consignor in the Mill Receipt return submitted through the Jute
SMART portal i.e. https://smart.jutecomm.gov.in with effect from 01.04.2026.
5. The list of stockists/traders who have a valid registration with O/o Jute Commissioner shall be updated
periodically on the website of Jute Commissioner i.e. https://jutecomm.gov.in/
6. This Order shall come into force with effect from 01.04.2026 and shall remain valid until further orders.
