Subject: Order under section 12 of the Telecom Regulatory Authority of
India Act, 1997 regarding Framework of Publishing Mobile Number
Revocation List'.
No. RP-2/(6)/2021-NSL-II Whereas the Telecom Regulatory Authority of India

(hereinafter referred to as "the Authority"), established under sub-section (1) of
section 3 of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997)
(hereinafter referred to as "the TRAI Act, 1997"), has been entrusted with discharge
of certain functions, inter- alla, to ensure compliance of terms and conditions of
license; regulate the telecommunication services; protect the interests of service
providers and consumers of the telecom sector;
2. And whereas in exercise of the powers conferred upon it under section 12 of
the TRAI Act, 1997, the Authority, in order to protect the interest of subscribers and
to facilitate publishing of the mobile number revocation list (MNRL), issued an order
dated 20.11.2019 regarding 'Framework of Publishing Mobile Number Revocation List'
to Wireless Access Service Providers to, inter alia, submit their list of permanently
disconnected mobile numbers on monthly basis on the Authority's website, starting
from the month of November, 2019 as per the specified framework;
3. And whereas, all Wireless Access Service Providers are submitting their list of
permanently disconnected mobile numbers for a particular month on the Authority's
website on the Mobile Number Revocation List Portal (MNRL Portal) since December
2019 by the 07th day of the following month, on the basis of which MNRL is being
published 8th day of the following month on the MNRL Portal;
4. And whereas the Department of Telecommunications (DoT) has, vide Office
Memorandum No. 4-2/2023-AI_DIU-Part(1) dated 19.06.2024, inter-alla, informed
the Authority that MNRL is now available on a near-real time basis on Digital
Intelligence Platform (DIP) of DoT and till then, 452 Banks or Financial Institutions,
with the help of the Reserve Bank of India and other stakeholders like Ministry of
Home Affairs, Unique Identification Authority of India, Indian Railway Catering and
Tourism Corporation, Delhi Metro Rail Corporation and social media platforms have
on-boarded the DIP;

5. And whereas, DoT has, vide OM dated 19.06.2024, further informed that
MNRL, along with the date of disconnection and reason for disconnection like
subscriber verification non-compliant cases, Law Enforcement Agencies reported
involvement in cyber-crime, DoT reported fake or forged cases, disconnection due to
zero usage, etc. of each mobile number are available on DIP and stakeholders can
view or download the list as and when required;
6. And whereas the Authority, after considering the fact that DoT has made
available the MNRL to stakeholders on near-real time basis on the Digital Information
portal (DIP), is of the view that there is no need to publish MNRL on the Authority's
MNRL Portal;
7. Now, therefore, in exercise of the powers conferred upon it under section 12
of the TRAI Act, 1997, and in supersession of the Authority's Order dated 20.11.2019
regarding 'Framework of Publishing Mobile Number Revocation List', the Authority
hereby orders the Wireless Access Service Providers:

(I) to discontinue publishing of the 'Mobile Number Revocation List' on the
Authority's 'MNRL Portal' after the month of January, 2025, which shall be
the last list to be published on the MNRL portal by the 08th February, 2025;
and
(ii) that MNRL portal will remain operative till 30.06.2025 and the data on MNRL
Portal for the period from December 2019 to January 2025 will be archived
and will be available for downloading till 30.06.2025;
8. The Information Technology Division of the Authority, being the nodal Division
on behalf of the Authority for maintaining the website, shall, inter-a/ia, ensure that
notification regarding discontinuation of MNRL and closure of MNRL portal with effect
from 01.07.2025 is displayed on the landing page of MNRL portal, for information of
users and all visitors of the MNRL Portal.
9. All Wireless Access Service Providers and all concerned are directed to comply
with the order of the Authority and take necessary action at their end.
