Will the Minister of JAL SHAKTI be pleased to state:
(a) whether a serious flood situation arises every year during the monsoon season due to the absence of
proper embankments along the Ramganga river from Mustafapur village to Guru Jambheshwar Rai
University in Moradabad district;
(b) if so, the details of the loss of crops caused in the surrounding villages, agricultural land and villages
affected, inundation of residential areas and the difficulties faced by the local population due to the said
floods;
(c) whether the Government has conducted any assessment regarding the frequency and intensity of floods
in the affected areas along with the impact on life of people and their livelihoods and if so, the details
thereof;
(d) the details of the consultations or correspondence held by the Government with the State Government
of Uttar Pradesh in this regard;
(e) the various interventions proposed by the Government to ensure the expeditious survey, technical
approval and implementation of the embankment construction work in the said area to mitigate
agricultural losses; and
(f) the steps taken by the Government under river management to provide long-term protection to the local
population from the recurring floods?

(a) to (c) Floods are primarily a natural calamity that country in various parts faces almost every year, in
varying degrees of magnitude. Government of Uttar Pradesh has informed that only normal inundations
appeared in last ten years along the Ramganga river from Mustafapur village to Guru Jambheshwar Rai
University in Moradabad district.
Data on the loss of crops, agricultural land and villages affected due to flood in the country is not
maintained centrally. As informed by the Government of Uttar Pradesh, the crop damages were reported
from around 5772 farmers in 2025-26 and the area affected was 1376.0354 ha.
1(d) to (f) Flood management and anti-erosion schemes are formulated and implemented by concerned
State Governments as per their priority. The Union Government supplements the efforts of the States by
providing technical guidance and also promotional financial assistance for management of floods in
critical areas.
Government of Uttar Pradesh has informed that under the jurisdiction of District Moradabad, a
project costing ₹140.30 lakh for flood management on the Dhela River at village Elar has been completed.
Union Government is implementing a centrally sponsored scheme "Flood Management and Border
Areas Programme (FMBAP)" for providing central assistance to States for works related to flood control,
anti-erosion, drainage development, anti-sea erosion, etc. One flood management project on river
Ramganga benefitting Moradabad district of Uttar Pradesh has been completed with central funding of Rs.
5.88 Crore under FMBAP.
Ministry of Jal Shakti has continuously impressed upon the States the need to adopt flood plain
zoning approach as an effective measure of flood management in the country. In order to enable States to
undertake scientific assessment of flood plains and its zoning, a technical guideline on Flood Plain Zoning
have been prepared and circulated to the States/UTs in August, 2025.
