ACCIDENTS IN AVIATION SECTOR
6410. SHRI SAGAR ESHWAR KHANDRE
Will the Minister of CIVIL AVIATION
be pleased to state:-
(a) whether the Government has taken note of multiple aviation accidents including recent
crashes involving an air ambulance and a helicopter as well as other fatal incidents during the
last year and if so, the details thereof;
(b) whether any comprehensive safety audit of airlines, charter operators and helicopter
services has been conducted;
(c) if so, the findings thereof, particularly regarding causes such as technical failures, weather
assessment and regulatory lapses; and
(d) the steps taken to fix accountability, strengthen oversight by the Directorate General of
Civil Aviation (DGCA) and ensure passenger safety in view of the country's growing aviation
sector?
ANSWER
Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar
Mohol)
(a): During the year 2025 and 2026 (till date), a total of 16 accidents including 08 fatal
incidents have taken place. Investigations of all accidents have been ordered by Aircraft
Accident Investigation Bureau (AAIB) as per Aircraft (Investigation of Accidents Incidents)
Rules, 2025 and are under progress.;

(b) to (d): Directorate General of Civil Aviation (DGCA) has a systematic safety oversight
mechanism for monitoring compliance of Rules and Civil Aviation Requirements (CARs)
encompassing all aircraft and airport operators. The safety oversight process includes
regulatory audits, night surveillances, ramp inspections, spot check and special audits. DGCA
publishes Annual Surveillance Plan (ASP) on its website. Findings of audits, surveillances &
spot checks are followed up with concerned operator for compliance. Further, the compliance
of action taken by operator is verified during next audit/surveillance.

DGCA has recently issued an order dated 27/03/2026 on "Guidelines for carriage of Central,
State and other dignitaries by aircraft" for strict compliance by all stakeholders and mandates
the adoption of effective measures to uphold the highest standards of safety in the operation
of such flights.;

DGCA has conducted safety audits of NSOP holders in 2 phases i.e in February, 2026 and
March, 2026. Further, DGCA has planned two more phases of safety audits of NSOP holders.

In case of any violations/ non-compliance to regulations detected during audit/surveillance,
enforcement action including financial penalty is imposed by DGCA.
