ACUTE UREA SHORTAGE AND FERTILISER SUPPLY IN ANDHRA PRADESH

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the extent of urea supply shortfalls reported during the current fertilizer season,
State-wise including the State of Andhra Pradesh;
(b) the allocation made by the Centre, stock position and distribution status of urea
in Andhra Pradesh during the last six months;
(c) whether complaints or representations have been received from State
authorities or farmer organisations regarding shortages, rationing or price-related
issues and if so, the details thereof; and
(d) the steps taken by the Central Government to ensure timely availability of urea
and other fertilizers in the State?

(a) to (d) The availability of Urea remained adequate across the States during the
ongoing Rabi 2025-26 season. The information regarding requirement, availability,
sales and closing stock of Urea across the States, including the State of Andhra
Pradesh, during the ongoing Rabi 2025-26 season is placed at Annexure.
The month-wise information regarding requirement, availability, sales and
closing stock of Urea in the State of Andhra Pradesh during the F.Y. 2025, (from July
to December) is placed as below:

Fertilizers are declared as an essential commodity under the Essential
Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State
Governments are empowered to take action against persons involved in black-
marketing/over-pricing, as per provisions of EC Act. Any complaints received at
Department of Fertilizers (DoF) level regarding black-marketing/over-pricing of
fertilizers is sent to concerned State Government to take appropriate action under
Essential Commodities Act, 1955 and Fertilizer Control Order, 1985.
However, During the last six months five complaints were received in the DoF through
the CPGRAMS portal, which is an online platform for grievance redressal, regarding
availability of fertilizers and black-marketing/over-pricing in the State of Andhra
Pradesh. These complaints were forwarded to the State Government for necessary
action as the distribution of fertilizes within the State at district level is done by the
concerned State government.
Following steps are taken by the Government every season for ensuring timely
and adequate availability of fertilizers in the country, including the State of Andhra
Pradesh:
(i) Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, DoF allocates adequate
quantities of fertilizers to States by issuing monthly supply plan and continuously
monitors the availability.
(iii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).
(iv) The State Governments are regularly advised to coordinate with manufacturers
and importers for streamlining the supplies through timely placement of indents.
(v) The distribution of fertilizes within the State at district level is done by the
concerned State government.
