Adequate Supply of Subsidized Fertilizers

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has taken any steps to ensure timely availability and
adequate supply of subsidized fertilizers to farmers across the country,
particularly during peak sowing seasons and if so, the details thereof, State-wise;
and
(b) whether the Government proposes to introduce any reforms or technological
interventions to improve transparency, curb diversion and strengthen the fertilizer
subsidy distribution mechanism in the country, State-wise especially in
Jharkhand and if so, the details thereof?
ANSWER

(a) Following steps are taken by the Government every season for ensuring timely
and adequate availability of fertilizers in the country, including the State of Jharkhand:
(i) Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
(iii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).
(iv) The State Governments are regularly advised to coordinate with manufacturers
and importers for streamlining the supplies through timely placement of indents.

(v) Regular coordination meetings are held with Ministry of Railways for giving
sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States.(vi) However, the distribution of fertilizers within the State at district level is done by
the concerned State government.
Accordingly, the availability of fertilizers viz. Urea, DAP, MOP and NPKS has
remained adequate across the States during the Khari 2025 and ongoing Rabi 2025-
26 season. The State-wise information regarding requirement, availability and sales
of these fertilizers during the said period is placed at Annexure.
(b) The Government of India since the initiation of Kharif 2025 is regularly
monitoring the enforcement action taken by State Governments against increasing
no of cases of hoarding and diversion of Urea fertilizer. Numerous raids have been
conducted across the country with 15,544 show cause notices issued, 6,620 licenses
suspended/cancelled and 794 FIRs registered against defaulters. Particularly in
Jharkhand, 759 raids have been conducted with 92 show cause notices issued, 25
licenses suspended/cancelled and 11 FIRs registered against defaulters. Any
violation of fertilizer control order invokes both penal action of punishment from 3
month to 7 years and administrative action of cancellation/ Suspension of
authorization letter.
To ensure transparency, the Direct Benefit Transfer (DBT) in Fertilizers mechanism
has been implemented. Under 'DBT in Fertilizers' system, 100% subsidy on various
fertilizer grades is released to the fertilizer companies, on actual sales to the
beneficiaries based on Aadhar authentication through POS devices installed at each
retail shop. Accordingly, all farmers including those in the state of Jharkhand are
being supplied fertilizers at the subsidized rates on no-denial basis. Funds are not
allocated or disbursed in a district-wise or State-wise manner. Fertilizer companies
generate/submit weekly subsidy claims based on PoS recorded sales, which are
processed in a chronological manner on a First-In-First-Out (FIFO) basis, subject to
completeness of claims, with a view to ensuring effective monitoring, timely
settlement and efficient fund management. Further, for digital management of
fertilizer subsidy payments at a large scale, the Government has introduced an
integrated e-bill system. This digital system is aimed at reducing manual and paper-
based processes, accelerating the payment workflow, and enhancing transparency
and accountability in the subsidy payment process.
Department of Fertilizers has put a ceiling of 50 bags of subsidized fertilizers per buyer
per month. Additionally, a monthly list of 'Top 20 buyers' of each district is made
available in the iFMS log-in of respective district magistrates for taking necessary
action at their end. Besides, Department of Fertilizers has also developed a dashboard
which can be accessed by authorized users at https://urvarak.nic.in. The dashboard
is developed to facilitate easy monitoring by various Stake holders viz. State
Agriculture Departments, District Collectors and State Marketing Federations. The
State Governments are also monitoring the availability and supply of fertilizers through
iFMS and e-Urvarak Dashboard portals.
