Parliament Question: Adoption of DPI platforms in Tamil Nadu

THAMBIDURAI: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether Central Government and Government of Tamil Nadu are collaborating on the deployment of Digital Public Infrastructure (DPI) platforms such as Aadhaar, Unified Payment interface (UPI), DigiLocker, Open Network for Digital Commerce (ONDC), Account Aggregator and Ayushman Bharat Digital Mission; (b) the level of DPI adoption in Tamil Nadu across sectors such as health, education, banking and digital commerce; (c) the number of citizens and institutions onboarded on key DPI platforms; and (d) the support extended by the Centre to Tamil Nadu for capacity building and digital skilling? ANSWER MINISTER OF STATE FOR ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA) (a) to (d): In line with the Hon'ble Prime Minister's vision to democratise use of technology, the Government of India has promoted Digital Public Infrastructure (DPI) across India, including Tamil Nadu. Under the Digital India programme, the Government has adopted the Digital Public Infrastructure (DPI) approach to enable delivery of digital services at population scale through open, interoperable and scalable platforms. Government has successfully implemented foundational digital public infrastructure (DPI) at population scale for identity (Aadhaar), for payment (UPI), for data exchange (DigiLocker and API Setu), etc. DPI has been a transformative force in India's socio-economic development, significantly enhancing financial inclusion, digital inclusion, governance and economic growth. The India Stack Local portal showcases successful digital transformation initiatives undertaken by States and Union Territories. It serves as a collaborative platform to share, learn, and replicate best practices, contributing to equitable, cost-effective, and sustainable national growth. State-wise details of 794 digital solutions are available on the India Stack Local platform at https://indiastacklocal.in/. There are 20 digital Solutions available on the platform from the state of Tamil Nadu.The status of some of the key Digital Public Infrastructure (DPI) and digital platforms that have been instrumental in ensuring inclusive and equitable access to Government services, particularly for the rural population, women, and other sections of society, is as under: ▪ Aadhaar: Aadhaar is the world’s largest digital identity programme that provides biometric and demographic-based unique digital identity. 143+ crore Aadhaar IDs have been generated so far. 7.55 Crore Aadhaar IDs have been generated in the state of Tamil Nadu. More than 200 Public welfare and good governance initiatives in Tamil Nadu utilise Aadhaar authentication for beneficiary identification across sectors such as healthcare, education, agriculture and banking. ▪ Unified Payments Interface (UPI): UPI serves 6.5 crore merchants, and connects 685 banks on one platform, making it the world’s largest digital payment system. UPI powers 81% of India’s digital payments and nearly 49% of global real-time digital payments. 85.94 crore transactions via UPI have been recorded in the month of January 2026 in Tamil Nadu contributing to 3.96% of total transactions in the country. ▪ DigiLocker: DigiLocker has provided anytime access to authentic digital documents from original issuer for the common citizen. More than 65.01 crore users are registered with DigiLocker to avail its services and more than 950+ crore documents issued from 2412 issuers onboarded on the platform. In Tamil Nadu, more than 1.98 crore users are registered with DigiLocker to avail its services ▪ Unified Mobile Application for New-age Governance (UMANG), one mobile application for all government services, is operational and offers 2390+ services for individuals.15 services from the state of Tamil Nadu are onboarded on UMANG platform. ▪ To promote linguistic inclusion in digital services, the Government has launched the National Language Translation Mission (NLTM) – BHASHINI, envisaged as a public digital platform for Indian language technologies. The Bhashini platform addresses communication barriers for India’s diverse population. ▪ Digital Infrastructure for Knowledge Sharing (DIKSHA): It is the world’s largest, most diverse school education platform. As on date, 565.97 crore learning sessions have been imparted using DIKSHA. It has achieved 18.47 crore course enrolments and 14.69 crore course completions. ▪ e-Sanjeevani - National Telemedicine Service of India is a step towards digital health equity to achieve Universal Health Coverage (UHC). e-Sanjeevani facilitates quick and easy access to doctors and medical specialists from smartphones. Over 44.70 Crore patients at over 137,661 Health & Wellness Centers (as spokes) through 18,447+ hubs serviced by more than 228,984 doctors, medical specialists, super-specialists and health workers as telemedicine practitioners. Tamil Nadu has recorded over 4.29 crore consultations. ▪ Ayushman Bharat Digital Mission (ABDM) has been launched with an aim to create an online platform enabling interoperability of health data within the health ecosystem to create longitudinal electronic health record of every citizen. So far, a total of 85.69+ Cr Ayushman Bharat Health Account (ABHA) have been created, 4.60+Lakh health facilities have been registered on health facility registry (HFR), 8+ Lakh healthcare professionals have been registered on health professionals registry (HPR). In the state of Tamil Nadu so far, a total of 1.93+ Cr ABHA have been created, 17,063 health facilities have been registered on HFR and 20,894 healthcare professionals have been registered on health professionals registry (HPR).Ministry of Electronics and Information Technology (MeitY) is promoting skilling and capacity building through the following initiatives aimed at developing industry-ready manpower in emerging and advanced technology domains across the country including Tamil Nadu: • PMGDISHA: The Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) was initiated to reach digital literacy in 6 crore rural households (one person per household) nationwide. 6.39 crore individuals were trained across the country, making it one of the world’s largest digital literacy initiatives. 14,07,880 individuals were trained in the state of Tamil Nadu. • FutureSkills PRIME: To bridge the industry skill gap, MeitY has initiated a programme titled “FutureSkills PRIME” jointly with National Association of Software and Service Companies (NASSCOM) aimed at re-skilling/up-skilling of candidate in new/emerging technologies such as Artificial Intelligence, Big Data Analytics, Internet of Things (IoTs), Cyber Security, Blockchain, Augmented Reality/Virtual Reality (AR/VR), etc. Courses are developed in the consultation with industry to align with actual employment needs. The portal can be accessed anytime-anywhere to earn skill certificates in line with their aptitude and aspirations at https://futureskillsprime.in/ . Under the FutureSkills Prime program, there are over 500+ courses & 2000+ digital fluency pathways offered on the platform. More than 16.20+ lakh candidates have enrolled in various courses comprising of approximately 41% women learners and candidates from 720 tier-2 and tier-3 cities have enrolled. This includes 4 Lakh candidates from the state of Tamil Nadu. • National Institute of Electronics and Information Technology (NIELIT): NIELIT provides digital literacy courses such as Awareness in Computer Concept (ACC), Course on Computer Concepts (CCC) etc. NIELIT has trained 43 lakh+ candidates under various courses, including digital literacy and other long-term/short-term skilling courses. Training is delivered through a wide network of 56 NIELIT centres and 8500+ Accredited Training Partners/Facilitation Centres. NIELIT is providing digital skilling to the youth of Tamil Nadu through its own Centre located in Chennai. It has more than 45 Facilitation Centres in Tamil Nadu for providing training and more than 1400 candidates have been trained in various digital skilling courses in the current financial year under NIELIT Chennai. • NIELIT Digital University (NDU) Platform: NIELIT Digital University (NDU) Platform has been launched by NIELIT. The platform delivers online and blended skill-based industry- aligned courses in emerging technologies, such as Artificial Intelligence, Cybersecurity etc. The platform includes built-in virtual labs for hands-on learning in Semiconductor Design, Cybersecurity, Cyber Forensics etc. Learners from all over India including Tamil Nadu get anytime-anywhere access to National Skills Qualifications Framework (NSQF)-aligned courses. *****
