SHRI RAJA A Will the Minister of EXTERNAL AFFAIRS be pleased to state:- (a) the details of agreement/contracts signed in the fields of expanding cooperation in critical emerging technologies during the visit of Prime Minister of Japan to India recently; and (b) whether agreements including energy security, AI skills and digital infrastructure have been also finalized and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH) 1(a-b) At the invitation of Prime Minister Shri Narendra Modi, Prime Minister Ms. Sanae Takaichi paid an official visit to India from 1-3 July, 2026. During the visit, various Memorandums of Cooperation were signed between the two sides in the areas of critical emerging technologies, energy security, AI skills, and digital infrastructure. In addition, the two sides agreed upon Joint Statements to bolster cooperation in the areas of Economic Security, Energy Resilience, and Artificial Intelligence. The details of the Memorandums of Cooperation and Joint Statements are placed at Annexure -A. 2Annexure ‘A’ Title Sector Description Joint Declaration on Economic Promotes project-based collaboration Economic Security Security for enhancing joint resilience in key sectors including semiconductors, critical minerals, information and communication technology including AI, clean energy and pharmaceuticals. India-Japan Fact Sheet 2.0 captures growing India-Japan G2G and B2B engagement in this crucial area. Joint Statement on Artificial Elevates the India-Japan relationship Cooperation in the Intelligence to a strategic research and Field of Artificial development partnership in the AI Intelligence domain. Building on the India-Japan AI Initiative, the Joint Statement provides a roadmap for greater cooperation across the entire AI technology stack in pursuit of the shared vision of safe, secure, trusted, inclusive and human- centric AI. Joint Statement on Energy Strengthens cooperation in strategic Energy Resilience stockpiling and reserve mechanisms 3for crude oil and petroleum products. Promotes collaboration in joint investments across the maritime energy transport value chain. Memorandum of Energy Promotes cooperation towards the goal Cooperation for of establishing 1,000 biogas and India-Japan organic fertilizer plants all across Cooperative Biogas India, leveraging the extensive network for Growth (CBG) of dairy cooperatives. Initiative Memorandum of Energy Promotes cooperation in battery- Cooperation in the related projects and expands business Field of Batteries opportunities with an aim of building a trusted, resilient and sustainable battery supply chain. Memorandum of Pharmaceut Strengthens pharma supply chains, Cooperation in the icals including in Active Pharmaceutical Field of Ingredients (APIs) and Key Starting Pharmaceuticals and Materials (KSMs), through promotion of Medical Devices bilateral investment and business Sector linkages, technical collaboration and 4industry-academia collaboration. Memorandum of Artificial Promotes institutional cooperation Cooperation on Intelligence between IndiaAI Mission and Japan’s Generative AI GENIAC initiative – through B2B Accelerator matchmaking, webinars on AI policies Challenge (GENIAC) and challenges and support for joint projects through access to computing resources. Memorandum of Mineral Strengthens cooperation in upstream Cooperation in the Resources critical minerals exploration through Field of Geology and exchange of technical expertise.
