Parliament Question: Agricultural Schemes for Bhagalpur Farmers

SHRI AJAY KUMAR MANDAL: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष और (cid:873)कसान क(cid:227)याण मं(cid:287)ी be pleased to state: (a) the schemes implemented to double the income of farmers and increase crop productivity in the Bhagalpur Lok Sabha Constituency; (b) the number of farmers who have been provided compensation under the Pradhan Mantri Fasal Bima Yojana during the last three years; (c) the amount of funds allocated for expansion of irrigation facilities and for micro- irrigation schemes; and (d) the special programmes being implemented to promote natural farming and organic farming? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष और (cid:873)कसान क(cid:227)याण रा(cid:207)य म(cid:287)ं ी (Shri RAMNATH THAKUR) (a): Government of India is implementing a comprehensive range of Central Sector as well as Centrally Sponsored Schemes and programmes to increase the farmers’ income and comprehensive growth of agriculture sector. List of Schemes and Programmes run by Department of Agriculture & Farmers Welfare ( DA&FW) to increase production, provide remunerative returns and income support to farmers is attached at Annexure-I. The State Governments submit proposals under Centrally Sponsored Schemes in the form of Annual Action Plans. These plans are approved by the Project Approval Committee (PAC) in accordance with scheme guidelines, availability of funds, and technical feasibility. Proposals relating to different districts including those in Bhagalpur Lok Sabha Constituency are considered as part of the State’s overall plan and are not earmarked separately. The State Government takes into account the priorities of districts and implement the schemes accordingly. As per information furnished by Government of Bihar, State sector interventions like subsidized seed distribution program, CM Crash Seed Program, Krishi Input subsidy help the farmers to increase the production and productivity of different crops. Formation ofFarmers' Producer Organization and implementation of schemes significantly increased the income of the farmers of Bhagalpur district. The crop productivity of different crops in Bhagalpur district has increased significantly in the last five years. Keeping the base year 2019-20, the production of rice, wheat, maize and total food grains (2019-20) was 48468 MT, 135829 MT, 174337 MT and 369345 MT which increased to 174158 MT, 157124 MT, 299640 MT and 646114 MT respectively in 2024-25. Similarly, the productivity of the above mentioned crop increased from 14.58 qt./Ha, 28.55qt./ha, 51.16 qt./ha and 28.79 qt./Ha in 2019-20 to 29.29 qt./Ha, 34.42 qt./Ha, 53.92 qt/ha and 35.69 qt./Ha Respectively in 2024- 25 . (b): Pradhan Mantri Fasal Bima Yojana is not implemented in Bihar. However, State-wise details of claims paid and number of farmer applications benefitted with claims against loss of crops during last three years i.e. 2022-23 to 2024-25 under Pradhan Mantri Fasal Bima Yojana (PMFBY) are given in Annexure-II. (c): As per information furnished by Government of Bihar, the fund allocated for expansion of irrigation facilities and for micro-irrigation schemes is Rs. 594.436 Lakhs for the farmers of Bhagalpur district. (d): National Mission on Natural Farming (NMNF) has been initiated for scientifically backed agroecological approaches towards sustainability and climate resilience. So far, across the country 18,825 clusters have been formed covering 9 lakh hectares with registration of 19 lakh farmers. As informed by State Government of Bihar, 10 clusters of 500 hectares covering 1250 farmers are under NMNF in Bhagalpur district. Organic farming is being promoted through Paramparagat Krishi Vikas Yojana (PKVY) in all the States/UTs except North Eastern States. Scheme provides end-to-end support including organic manure for farmers engaging in organic farming. As informed by State Government of Bihar, in Bhagalpur district under Namami Gange-PKVY 1500 acre have been covered by 3 groups, having 1480 farmers.
