AI ROADMAPS FOR GOVERNANCE AND PUBLIC SERVICE DELIVERY
1627. THIRU DAYANIDHI MARAN:
Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to
state:
(a) the details of the Artificial Intelligence (AI) roadmaps submitted by various Union
Ministries including the number of proposals approved, rejected and under examination along
with the criteria adopted for such evaluation;
(b) whether the Union Government has consulted State Governments including Tamil Nadu
while formulating AI roadmaps for governance and public service delivery and if so, the
details thereof;
(c) whether the Government proposes to provide financial and technical assistance to States
for implementing AI-based governance solutions and if so, the details of the allocation
earmarked for Tamil Nadu;
(d) the details of steps taken by the Government to ensure that the deployment of AI in
Government systems adheres to transparency, accountability, data privacy, algorithmic
fairness and independent audit standards particularly where AI is proposed for citizen-facing
services; and
(e) whether the Government has prepared a framework to prevent regional disparities in AI
adoption, ensuring that technologically advanced States such as Tamil Nadu receive equitable
support for AI infrastructure, research and skilled manpower?

(a) to (c) and (e): India’s AI policy is based on Prime Minister Narendra Modi’s vision of
democratizing technology. It is aimed at creating economic opportunities and employment for
youth, while addressing risks associated with it.
India’s AI strategy builds on India’s vibrant IT sector with annual revenue of 300 billion dollars
and 60 Lakh strong workforce. IndiaAI Mission supports India’s AI ambitions under seven
pillars, as under:
• IndiaAI Compute Pillar: To establish a high-end, scalable AI computing
ecosystem to address the growing requirements of India's rapidly expanding AI
startup and research communities.
• Foundation Models: To focus on the development of indigenous Large Language
Models (LLMs), Multimodal Models, and domain-specific Small Language
Models, ensuring sovereign AI capabilities and addressing India-specific use
cases.• IndiaAI Application Development Initiative (IADI): To support the
development, scaling, and deployment of impactful AI solutions capable of
driving large-scale socio-economic transformation across critical sectors.
• IndiaAI FutureSkills: To build a robust AI talent pipeline by establishing
specialised Data and AI Labs in Tier 2 and 3 cities, providing student fellowships,
and developing industry-aligned curricula to democratise AI education.
• AIKosh (IndiaAI Datasets Platform): To create a unified platform providing
seamless access to high-quality datasets, models, and tools, integrating resources
from government and non-government entities to foster open innovation.
• Safe & Trusted AI: To enable responsible AI development through indigenous
governance frameworks and evaluation tools tailored to India's unique socio-
economic and cultural landscape.
• IndiaAI Startup Financing: To provide risk capital and support throughout the
startup lifecycle, bridging funding gaps from the initial prototyping stage through
to commercialization.
Under the Application Development Initiative (IADI), IndiaAI conducted a workshop on AI in
public service delivery on 5th April 2024, bringing together representatives from the Central
and State Governments. The workshop supported Ministries and Departments in assessing their
data capabilities and identifying AI use cases, fostering a consultative and collaborative
approach to developing AI roadmaps for governance and public service delivery.
Through innovation challenges, grant programmes and hackathons, IADI has built a pipeline
of AI solutions across priority sectors including healthcare, agriculture, governance, climate,
cybersecurity and financial regulation, with pathways from ideation to pilot deployment and
scale. Under this pillar, the IndiaAI Mission has launched 11 national-level hackathons and
innovation challenges across these sectors.
i. The IndiaAI Innovation Challenge focused on AI solutions in healthcare, agriculture,
governance, learning disabilities and climate change. 30 solutions were shortlisted in
Stage 1 for pilot implementation with Central Ministries, States and Public Sector
Organisations. Subsequently, five teams (one per sector) were selected for national-level
deployment, with pilots underway across multiple States.
ii. The IndiaAI I4C CyberGuard AI Hackathon, conducted in collaboration with the
Indian Cyber Crime Coordination Centre (I4C), developed AI solutions for classification
of cybercrime complaints and identification of emerging crime patterns on the National
Cyber Crime Reporting Portal (NCRP). The shortlisted solution has been integrated with
I4C systems.
iii. The IndiaAI–GSI Mineral Targeting with AI Hackathon, organised in partnership
with the Geological Survey of India, focused on leveraging AI/ML for advanced mineral
prognostication using geoscientific datasets such as geology, geophysics, geochemistry,
and remote sensing.
iv. The Cancer AI & Technology Challenge (CATCH), in collaboration with the National
Cancer Grid, aims to strengthen cancer screening, diagnostics, treatment support, and
healthcare operations. The top shortlisted teams are undergoing ethical review prior to
implementation.
v. The IndiaAI Face Authentication Challenge aims to enhance the integrity of public
examinations through AI-enabled de-duplication and one-to-many photo verification.
Two teams have been selected for deployment at the Union Public Service Commission
(UPSC), and deployment has commenced.vi. The IndiaAI Intelligent Document Processing (IDP) Challenge aims to automate
extraction, classification, validation, and structuring of information from complex
multilingual documents. Two shortlisted teams are being deployed at UPSC, and
implementation is underway.
vii. The IndiaAI Innovation Challenge 2026, supported by the Ministry of Ayush and the
Ministry of MSME, promotes AI solutions for AYUSH healthcare and MSMEs.
Applications have been received across multiple problem statements, with Stage 1
evaluations underway, followed by prototype development and deployment.
viii. The IndiaAI Challenge for Transforming Governance, in partnership with the Real
Time Governance Society (RTGS), Government of Andhra Pradesh, addresses AI use
cases across key departments. Applications have been received, Stage 1 evaluations are
underway, and prototype development and pilot implementation are planned.
ix. The IndiaAI Financial Compliance Reporting Challenge, in collaboration with the
National Financial Reporting Authority (NFRA), promotes AI-enabled compliance
monitoring and risk assessment.
x. The CDSCO–IndiaAI Health Innovation Acceleration Hackathon, organised with
the Central Drugs Standard Control Organisation (CDSCO), focuses on AI-driven
automation of regulatory workflows, including document summarisation,
anonymisation, and inspection reporting. Prototype development and deployment are
planned.
xi. The PMJAY Auto Adjudication Hackathon, in collaboration with the National Health
Authority (NHA), supports the development of AI-based adjudication frameworks for
PMJAY claims, resulting in multiple prototypes and pilot deployments.
These initiatives collectively demonstrate that State Governments are actively consulted and
engaged through workshops, consultations, and collaborative challenge mechanisms in the
formulation and implementation of AI roadmaps for governance and public service delivery.
AI Centres of Excellence: Government has approved a scheme for the establishment of 58
Artificial Intelligence Centres of Excellence (AI-CoEs) across States and Union Territories, in
collaboration with the respective State/UT Governments and industry partners. Under the
approved framework, Two Artificial Intelligence Centres of Excellence (AI-CoEs) have been
allocated for establishment in the state of Tamil Nadu.
IndiaAI Data & AI Labs (ITIs/Polytechnics): Under the IndiaAI FutureSkills pillar, 543
Data & AI Labs across ITIs and Polytechnics in Tier-2 and Tier-3 cities have been approved
for establishment to provide training in AI, data annotation, data curation and applied data
science. As part of this initiative, 18 Data & AI Labs have been allocated for establishment in
Tamil Nadu.
IndiaAI Fellowships: Under the IndiaAI FutureSkills pillar, fellowships are provided to
undergraduate, postgraduate and doctoral students for AI education and research. A total of
686 fellowships has been awarded nationally across 178 institutions. Of these, 162 fellowships
have been awarded to students from Tamil Nadu, comprising 96 undergraduate, 34
postgraduate and 32 PhD fellowships.
IndiaAI Impact Summit: India hosted the India-AI Impact Summit 2026 in New Delhi from
16th to 21st February 2026. The Hon'ble Prime Minister called upon Ministries and Departments
at the inauguration of the India AI Impact Summit 2026 to actively engage with the India AIImpact Expo and identify AI applications relevant to their respective domains to accelerate AI
adoption across the Government.
Pursuant to these directions and the deliberations held during the Summit, the Cabinet
Secretariat coordinated with Ministries and Departments to identify opportunities for
leveraging AI to address governance, service delivery, operational efficiency, and sector-
specific challenges. This exercise resulted in the identification of 762 problem statements from
62 Ministries and Departments, which were subsequently shared with MeitY for facilitating
AI-enabled interventions.
(d): The Government has undertaken the following steps to ensure that deployment of AI in
Government systems, including for citizen-facing services, adheres to standards of
transparency, accountability, data privacy, algorithmic fairness and independent audit:
• The Digital Personal Data Protection Act, 2023 (DPDP Act) provides a
comprehensive framework for processing of personal data, including purpose
limitation, data minimisation, informed consent, and rights of access, correction and
erasure for data principals; it also requires Significant Data Fiduciaries to appoint a
data auditor and undertake periodic Data Protection Impact Assessments.
• Under the Safe & Trusted AI pillar of the IndiaAI Mission, 13 Responsible AI
projects have been selected across themes including AI bias mitigation, algorithm
auditing, explainable AI, privacy-preserving AI and deepfake detection, being
implemented by academic institutions, start-ups, industry and civil-society
organisations to develop indigenous tools and frameworks including tools for
assessing model fairness and an open-source framework for participatory
algorithmic auditing.
• India AI Governance Guidelines were released on 5th November, 2025, providing
a comprehensive national framework for the safe, responsible and inclusive
development and deployment of Artificial Intelligence in the country. Pursuant to
the Guidelines, the following institutional mechanisms have been initiated, AI
Governance and Economic Group (AIGEG), a high-level inter-ministerial body to
steer the development of India’s national AI governance strategy; Technology and
Policy Expert Committee (TPEC), to support technical and policy
recommendations; and AI Safety Institute (AISI), to undertake safety research,
develop standards, test AI systems and evaluate emerging risks.
• The Indian Computer Emergency Response Team (CERT-In) issued advisories
on safety measures against adversarial AI threats in May 2023, launched the
Certified Security Professional in Artificial Intelligence (CSPAI) programme with
SISA in September 2024, and issued advisories on best practices for the responsible
use of Generative AI in March 2025.
• An IndiaAI Safety Institute is being established as a hub for indigenous research
and development on AI safety, to support India’s technical and institutional
infrastructure for AI governance.
