Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether all the villages in Uttarakhand have been connected
with all -weather roads under the Pradhan
MantriGraminSadakYojana (PMGSY), district-wise;
(b) if so, the details thereof;
(c) the details and number of villages in Uttarakhand yet to be
connected by all-weather roads under the said scheme; and
(d) the time by which the said villages are likely to be connected?

(a) to (d): Under the Pradhan Mantri Gram SadakYojana (PMGSY-I),
the objective is to provide all-weather road connectivity to eligible
unconnected habitations, not revenue villages or panchayats. The
scheme considers a habitation (a cluster of population) as the basic
unit for connectivity, based on population norms and census data.
In the State of Uttarakhand, as per the eligibility norms for the
250+ population category, a total of 1,864 habitations have been
sanctioned for all-weather connectivity under PMGSY-I since the
programme’s inception, out of which, as of 31st July, 2025, 1,860
habitations have already been provided with all-weather road
connectivity. The timeline for providing connectivity to all eligible
habitations under PMGSY I was March 2025.

provide all-weather connectivity to 25,000 unconnected habitations
as per Census 2011. A fresh survey was conducted by States/UTs
for preliminary identification of habitations for PMGSY-IV using a
dedicated Geographic Information System (GIS) application
developed for a specific purpose viz. “Gram Sadak Survey App”. The
proposal for sanctioning of 90 road works for a length of 583 km
under PMGSY-IV Batch 1, 2025-26 has been received by the
Ministry. Proposals for sanction are submitted in feasible batches
by the States/ UTs after following the provisions in the guidelines.
The timeline for PMGSY IV is till March 2029.
