Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the physical and financial targets set under the Pradhan
MantriAwaasYojana – Gramin (PMAY-G) for the North Eastern
States, for the financial year 2024–25, State and district-wise
including Cachar district of Assam;
(b) whether the Government has ensured that all eligible
beneficiaries in the North Eastern States, especially in remote
and underserved areas such as Cachar district, have been
extended the benefits of the scheme;
(c) if so, the details of progress implemented number of houses
sanctioned and completed and any challenges faced in the
North Eastern region including Cachar district; and
(d) whether there is any plan to expedite the pending allotments
or disbursals in the region and if so, the timeline for the same?

(a): In order to achieve the objective of "Housing for All" in rural
areas, the Ministry of Rural Development is implementing Pradhan
MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April
2016 to provide assistance to eligible rural households for the
construction of pucca houses with basic amenities. The Union
Cabinet has approved the proposal for the continuation of PMAY-G
during FY 2024-25 to 2028-29 for the construction of 2 crore
additional rural houses. As on 13.08.2025, a total target of 4.12
crore has been allocated by the Ministry, out of which 3.85 crore
houses have been sanctioned by States/UTs and 2.83 crore houses
are completed.

Awaas + 2018 list in respect of all North- Eastern States (excluding
the State of Assam) were saturated in FY 2023-24 and the Awaas +
2018 list of the State of Assam has been saturated in the month of
May 2025. During FY 2024-25, the State of Assam has been
allocated a target of 5,59,951 houses, out of which 5,33,631 houses
have been sanctioned and 1,54,347 houses have been completed by
the State. Further, the State of Manipur was allocated a target of
7,000 houses under Special Project in FY 2024-25. The Cachar
district of Assam has been allocated a target of 31,233, out of which
29,971 houses have been sanctioned and 4,886 houses have been
completed in FY 2024-25. It is pertinent to mention that the district-
wise progress of each State including all North-Eastern States may

Under PMAY-G, Central assistance is released directly to the
State/Union Territory (UT) considering the State/UT as a unit.
Further release of these funds to beneficiaries is done by the
respective State/UT Governments. The district-level data related to
funds utilised, Financial Year wise can be seen at the programme

During the period of Covid-19 pandemic induced nation-wide
lockdown, all construction activities including construction of
houses under PMAY-G were also affected. In addition to this, the
main challenges in implementation of PMAY-G include the delay in
release of Central & State Share from State Treasury to State Nodal
Account of PMAY-G, cases of unwillingness of beneficiaries,
permanent migration, disputed succession of deceased
beneficiaries, delay in allotment of land to landless beneficiaries by
the States/UTs and at times General/Assembly/Panchayat elections,
unavailability of building materials.
(d): The Union Cabinet has approved the extension of PMAY-G for 5
more years (FY 2024-25 to 2028-29) to provide assistance for the
construction of 2 crore additional rural houses. The Cabinet has
also approved the updating of the Awaas+ List using modified
exclusion criteria. A new survey i.eAwaas + 2024 survey is being
conducted by the states/UTs using eKYC face based authentication
for identification of additional eligible beneficiaries under the PMAY-
G.
