Shri NileshDnyandevLanke: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the current status of construction and upgradation of rural roads under the Pradhan Mantri Gram SadakYojana (PMGSY) launched by the Government in the country, State-wise including Maharashtra; (b) whether all the targeted rural habitations have been provided with all-weather road connectivity; (c) if so, the details thereof, State-wise including Maharashtra; (d) the steps taken by the Government to ensure maintenance and quality of rural roads; (e) whether any long-term maintenance policy has been implemented by the Government in this regard; and (f) if so, the details thereof, State-wise including Maharashtra? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) to (c): The Pradhan Mantri Gram SadakYojana (PMGSY) was launched in the year 2000 as a one-time special intervention to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations of designated population size as per Census 2001. Since inception, till 24.07.2025, a total of 1,63,339 habitations has been sanctioned and 1,62,818 habitations have been provided connectivity in various States/ UTs, including Maharashtra. Thus, 99.7% of targeted habitations have been provided with all-weather road connectivity. The State-wise details Page 1 of 5of habitations that have been provided road connectivity, including the State of Maharashtra under PMGSY, is at Annexure-I. A total of 8,38,611 km of road length has been sanctioned under all the verticals/ interventions of PMGSY, and 7,83,309 kms of roads have been completed across the country, including the State of Maharashtra, as on 25-7-2025. The State/UT-wise status of construction and upgradation of rural roads under various interventions/verticals of PMGSY is at Annexure-II. (d) to (f): "Rural Roads" is a State subject, and as per PMGSY guidelines, maintenance of roads constructed under the programme is the responsibility of the respective State/UT governments. However Ministry has taken the following steps/measures to ensure that the roads constructed under PMGSY are maintained properly in all States/UTs, including in the State of Maharashtra : (i) Roads are covered under a 5-year maintenance contract to be entered into along with a construction contract with the same contractor as per the Standard Bidding Document (SBD). Since the design life of PMGSY roads is ten years, the States have to undertake further five years of maintenance. While implementing PMGSY-III, anMoU was signed with the States for undertaking post- five-year maintenance. The new connectivity under PMGSY-IV will be permitted only to those States/UTs that have demonstrated through the electronic Maintenance of Rural Roads (eMARG) platform that the routine maintenance of PMGSY roads constructed in their State, post 5 years of construction of the road, has been carried out. The post five-year construction module of eMARG incorporates initial rehabilitation, renewal, pre-renewal routine maintenance, post-renewal maintenance and emergency repair works, as required. (ii) Maintenance funds to service the contract are required to be budgeted by the State Governments and placed at the disposal of the State Rural Roads Development Agencies (SRRDAs) in a separate maintenance account. On expiry of this 5-year post- construction maintenance, PMGSY roads are required to be placed under Zonal maintenance contracts consisting of 5-year maintenance, including renewal as per maintenance cycle, from time to time, to be funded by the state governments. Page 2 of 5(iii) All States have framed their own rural roads maintenance policies based on the policy framework prepared by the National Rural Infrastructure Development Agency (NRIDA), a technical arm of the Ministry of Rural Development. (iv) To bring execution of the Programme to the desired quality standards, a three-tier quality management mechanism has been institutionalized under PMGSY. First-tier of this mechanism is in- house quality control at the Programme Implementation Unit (PIU) level. The objective of this tier is process control through mandatory tests on material at the field laboratory and workmanship. Second-tier is structured as an independent quality monitoring at the State level through State Quality Monitors (SQMs), in which the provision of regular inspection of works has been envisaged for ensuring better quality. Under the Third-tier, independent National Quality Monitors (NQMs) are deployed by NRIDA for inspection of road works on a random sample basis, not only to monitor quality but also to provide guidance by senior professionals to the field functionaries. The observations of NQMs are sent for action to the State Governments, and Action Taken Reports (ATRs) are monitored at NRIDA. (v) The implementation of all sanctioned works, including their maintenance, is regularly monitored through an online programme, Monitoring Information System named Online Management, Monitoring and Accounting System (OMMAS) on real real-time basis. (vi) In addition, maintenance of PMGSY roads is also regularly reviewed by the Ministry by way of Regional Review Meetings (RRMs), Performance Review Committee (PRC) Meetings,and Pre- Empowered/ Empowered Committee Meetings with the States.
