Shri Arun Kumar Sagar: पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: - (a) whether various undertakings under the Ministry have allocated funds under Corporate Social- Responsibility (CSR) during the last three years till date, if so, the details thereof; (b) the undertaking-wise sectors in which funds have been spent particularly in backward and scheduled caste dominated areas of the country, the amount of funds spent under different heads and the number of beneficiaries benefited, location-wise during the said period; (c) whether any concrete steps have been taken to ensure utilisation of CSR funds especially in backward and scheduled caste dominated areas of the country, if so, the details thereof; and (d)whether scheduled caste dominated areas of the country especially the Shahjahanpur Lok Sabha Constituency of Uttar Pradesh have been included therein, if so, the details thereof? ANSWER पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ालय म(cid:336) रा(cid:475) मं(cid:361)ी ((cid:373)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) Section 135 of the Companies act 2013 mandates every company having net worth of Rs. 500 crore or more, or turnover of Rs 1000 crore or more, or net profit of Rs 5 crore or more during the immediately preceding financial year, to spend at least 2 percent of the average net profits of the company made over immediately preceding three financial years towards CSR as per the CSR policy of company. The detail of CSR funds allocated by major Petroleum sector undertakings during last three years and till date are as under: (Amount in ₹ Cr.) Petroleum PSU 2022-23 2023-24 2024-25 2025-26 ONGC 452 650 908 949 IOCL 264 458 583 417 BPCL 227 206 358 397 HPCL 155 64 80 97 GAIL 91 142 149 154 OIL 98 123 130 138 (b) to (d): Oil & Gas Public Sector companies undertake Corporate Social Responsibility (CSR) activities under the heads identified under Schedule VII of Companies Act, 2013 with special focus on Health (Nutrition, Sanitation and Drinking Water), Education, Skill Development, Rural Development, Women Empowerment, Environment Oriented Initiatives and care for the Elderly & Differently-abled Persons.Details of the State & District-wise CSR expenditure,Sector-wise CSR projects /activities undertaken by the major oil and gas PSUs are available on their respective websites i.e. www.ongcindia.com, www.iocl.com, www.bharatpetroleum.com, www.hindustanpetroleum.com, www.gailonline.com, www. oil-india.com. The CSR projects are undertaken for socio-economic development of the whole marginalised societywhere the project is executed. Since, CSR activities cover wide range of area, thereforethe details and number of people benefitting from the project are not maintained. CSR is a Board-driven process and the Board of the company is empowered to plan, decide, execute and monitor the CSR activities of the company based on the recommendation of its CSR Committee. The Government does not issue specific directives to companies regarding spending in any particular geographical area or activity. Criteria for spending the CSR funds is guided by provisions specified under section 135 of Companies act 2013, Guidelines on CSR expenditure issued by Department of Public Enterprises (DPE), Ministry of Finance and CSR policy of Company.CSR provisions of Oil & Gas PSUs are applicable across areas or regions including socially, economically and educationally backward areas (aspirational districts) of the country including Shahjahanpur Lok Sabha Constituency of Uttar Pradesh. ******
