DR. NISHIKANT DUBEY: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a): the details of allocation offoodgrains under the Public Distribution System (PDS) during the last three years, State-wise; (b): whether the Government has any plans to increase the allocation of foodgrains to States under PDS and if so, the details thereof; (c): the details of the amount sanctioned, allocated and utilized during the last three years in Jharkhand under this scheme including the details of grains that are included in PDS; (d): whether the Government is also promoting millets under PDS and if so, the details thereof; (e): the details of the targets set and achievements made so far under the schedule along with its response within the country; and (f): whether the Food Corporation of India (FCI) has undertaken initiatives to reform storage sector and if so, the details thereoP ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA) (a): Statement showing State-wise allocation of .food grains (Wheat and Rice) under National Food Security Act (NFS A) and Tide Over for the last three years is placed at Annexure-1. (b): At present, against the intended coverage of 81.35 crore, States/UTs have identified 79.40 crore beneficiaries. Addition and deletion of beneficiaries by the States/UTs as per requirement, is a continuous process. On identification of remaining beneficiaries, allocation of food grains is routinely revised.(c) to (e): Department of Food and Public Distribution (DFPD) releases food subsidy based on the monthly/quarterly food subsidy claims submitted by State Government for the distribution of food grains under various Central Government Schemes. Details of funds released to Jharkhand in the last three years is as below: Year ISubsidy released (in Crore) 2023-24 .2.77 m5 2024-25 2025-26 (as 0 11.03.2026) -50.55 In addition to Wheat and Rice, Millets are also part of PDS. The allocation of approved quantity of millets for distribution under PDS is made by DFPD in lieu of equal quantity of wheat/rice. The millets are being given free of cost under Pradhan N4antri Garib Kalyan Anna Yojana (PMGKAY) from lst January 2023 onwards. Govt. of India has also expanded the scope of procurement of minor millets such as Foxtail millet, Proso Millet, Kodo millet, little millet, buck- wheat and Ameranthus under MSP ofRagi for next three year from 2023. An advisory has also been issued to all the States/UTs to procure millets and distribute to NFS A beneficiaries as per local consumption preferences and as per guidelines issued by the Central Government from time to time. (f): Initiatives undertaken to reform storage sector in Food Corporation of India (FCI) are as below:- 1. Construction of SILOs under Public Private Partnership (PPP) Mode. 2. Third party assessment of warehouses by FCI from Quality Council of India. 3 . Mechanization of Warehouse operations. 4. Warehousing Development Regulatory Authority (WDRA) Certification ofFCI godowns. 5 . Computerization of depot operations. 6. Monitoring of Depot Efficiency.
