(a) whether it is true that nofunds have beenreleasedto the State of Andhra Pradesh under
the Rashtriya Gram Swaraj Abhiyan (RGSA) during the last five years and if so, the
reasons therefor;
(b) the current status of RGSA implementation in Andhra Pradesh, including funds
allocated,released andutilised inthe current financialyear;
(c) the details of activities undertaken under RGSA in the State, including infrastructure
development,training, digitalisationandotherinitiatives,district-wise; and
(d) whether any proposals from Andhra Pradesh for funding or projects under RGSA are
currentlypendingwith the Union Government andif so, the detailsthereof?

(a) & (b) The Ministry implemented the Rashtriya Gram Swaraj Abhiyan (RGSA)
during 2018-19 to 2020-21 and Revamped Centrally Sponsored Scheme of Rashtriya Gram
Swaraj Abhiyan (RGSA) is being implemented w.e.f. financial year 2022-23 with the main
objective for capacitating Panchayati Raj institutions (PRIs) through imparting training to
Elected Representatives (ERs) and other stakeholders to develop their governance
capabilities for leadership roles to enable the Gram Panchayats to function effectively.
Earlier scheme of RGSA as well as revamped RGSA is demand driven in nature and
releasing of funds depends upon various aspects like approval of Annual Action Plan by
Central Empowered Committee (CEC), submission of requisite documents alongwith
Utilization Certificates comply with DoE guidelines etc. An amount of Rs. 63.4 cr. has
beenreleased toStateof Andhra Pradeshduring the last 5yearsunderRGSA.
During the current financial year, an Annual Action Plan amounting to Rs. 316.22
1crore, comprising both Central and State shares, was approved by the Central Empowered
Committee for the State of Andhra Pradesh. Due to an unspent balance of Rs. 15.53 crore
already available with the State, no additional funds have been released so far. As of now,
the State hasspent Rs. 4.85crore during the current financialyear.
(c) Under the revamped scheme of RGSA since 2022-23, State has procured 500
computers and 11,92,351 participants were trained. As per the information available on
Training Management Portal (TMP), participants trained Institute-wise/District-wise is at
Annexure-I.Further, the construction of 617PanchayatBhawans has beenapprovedfor the
State of Andhra Pradesh and as reported by the State 200 Panchayat Bhawans are under
construction. District-wise detailsof computersandPanchayatBhawan are at Annexure-II.
(d) The State of Andhra Pradesh has submitted 9 projects under innovative and
Economic Development and Income Enhancement component of RGSA during current
financial year and same are under consideration. Details of Projects received are at
Annexure-III.
