Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government is aware that the State Government of
Karnataka has reported full coverage of rural roads under the
Pradhan Mantri Gram Sadak Yojana (PMGSY), if so, the details
thereof;
(b) whether the Ministry has independently verified these claims,
particularly in backward and border districts like Kolar, where
several habitations still lack all-weather road connectivity; and
(c) whether the Government proposes to continue allocation of
central funds under PMGSY for such uncovered or
underdeveloped rural roads in Karnataka and if so, the details
thereof along with the process for fresh proposal consideration?

(a) & (b): Pradhan Mantri Gram Sadak Yojana (PMGSY)-I
was launched in the year 2000 to provide all-weather road
connectivity to unconnected habitations of population size 500+ in
plain areas, 250+ in North-Eastern States, Hill States/UTs and other
special areas. The PMGSY II was launched in 2013 for consolidation
of 50,000 km rural roads in the country. The PMGSY III was launched
in 2019 for upgradation of Major Rural Links and Through Routes for
improved connectivity to Schools, Hospitals and Gramin Agricultural
Markets. The road connectivity component of Pradhan Mantri Janjati
Adivasi Nyaya Maha Abhiyan (PM-JANMAN) is also being
implemented as a vertical of PMGSY to provide connectivity to
eligible unconnected Particularly Vulnerable Tribal Groups (PVTG)
habitations.

under PMGSY-I & II. Under PMGSY-III, out of total sanctioned road
length of 5,603.48 Km, 5,396.50 Km length has already been
completed by the State as on 07.08.2025 and 89.89 Km road length
are at various stages of execution. The intervention/vertical wise

* Balance road length is less than the difference of sanctioned and
completed length due to the reasons that some projects were
completed with less than the sanctioned length due to reduction in
road length, change in alignment, construction of part length by other
agencies etc.
In Kolar District, total 839 Km road length was
sanctioned/upgraded under various interventions of PMGSY which
has already been completed by the State. In the State of Karnataka,
total 296 habitations were targeted to be connected under PMGSY
which have already been provided all-weather road

The Union Cabinet has approved the implementation of the
PMGSY-IV from FY 2024-25 to 2028-29 for providing connectivity to
eligible 25,000 unconnected habitations in the country of
population size 500+ in plains, 250+ in NE & Hill Sates/UTs, special
category areas (Tribal Schedule V, Aspirational Districts/Blocks,
Desert areas) and 100+ in LWE affected districts, as per Census 2011.
The habitation survey under PMGSY-IV for preliminary identification
of unconnected habitations has been completed in all the States,
including in Karnataka.
As per the PMGSY IV guidelines, the proposals for new
connectivity to unconnected habitations are to be approved by the
District Panchayat, keeping in view interalia the suggestions
received from Hon'ble Members of Parliament and considering the
Page 2 of 3programme guidelines. The proposals, as per the approved
Comprehensive New Connectivity Priority List are placed then before
the State-level Standing Committee (SLSC) which recommends the
habitations for consideration for sanction to the Central
Government. As on 8-8-2025 no proposals of State level Standing
Committee of Karnataka have been received for according sanction
under PMGSY IV.
(c): Yes. The allocation/release of funds to the State for
implementation of PMGSY inter-alia depends on works in hand,
unspent balance from previous releases and previous expenditure
trends. The State has been allocated Rs.50 Crore as Central share
during 2025-26 under PMGSY.
