Allotment of Fuel Outlets and Expansion of Piped Gas Network

Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) whether the Government Oil PSUs and Private Oil Companies have allotted new petrol,
diesel and CNG gas outlets and Domestic cooking gas outlets across the country during the
last seven years, if so, the details thereof, year-wise and State/UT-wise particularly in Tamil
Nadu;
(b) the steps taken by the Government to provide a level playing field as well as win-win
situation for these new outlets to sustain their business while competing with existing retail
outlets; and
(c) whether the Government has any plan to provide piped gas connections to all households
in the metropolitan cities across the country and if so, the details thereof, State/UT-wise?

(a) to (c) Allotment of Retail Outlets and appointment of LPG distributorships by Public
Sector Oil Marketing Companies (OMCs) is a continuous process to ensure adequate
availability of motoring fuels such as petrol, diesel and LPG throughout the country.
Establishment of CNG station and providing Piped Natural Gas (PNG) connections to
the households are part of the development of City Gas Distribution (CGD) Network and the
same is being carried out by the entities authorised by Petroleum and Natural Gas Regulatory
Board (PNGRB). After completion of 12/12A CGD bidding round, PNGRB has authorized
entities for the development of CGD network in 307 Geographical Areas (GAs), covering the
entire mainland area (including the metropolitan cities) for the development of CGD network
across the country. PNG connections are provided as per the Minimum Work Programme
(MWP) mandated by PNGRB and techno-commercial feasibility. As per the MWP, CGDentities have to provide 12.6 crore PNG connections across the country by 2034. As on
30.09.2025, 1.55 crore PNG connections have been provided by the CGD entities.
Once the Retail Outlet is commissioned, Public Sector OMCs provide training to the
dealers on various facets to manage the business and provide necessary support and guidance
from time to time to improve their business. The prices of petrol & diesel are market
determined. Further, Universal Service Obligations (USOs) are applicable for all retail
outlets including PSU OMCs and those set up by the Private Sector.
State/year-wise details of Petrol Pumps and LPG Distributorships commissioned by
the Public Sector Oil Marketing Companies (OMCs) in the country including Tamil Nadu
during the last seven years are given at Annexure-1 and Annexure-2 respectively. As on
1.11.2025, there are 9,328 retail outlets of Private Oil Companies across the country.
State/UT/Year-wise details of CNG Stations allotted and PNG connections provided
in the country including Tamil Nadu during the last seven years are given in Annexure-3.
