ROs are set up by Public Sector OMCs at identified locations based on field survey and feasibility studies. Locations having sufficient potential and which are economically viable are rostered in the Marketing Plans for setting up ROs. Public Sector OMCs new Dealership Selection Guidelines, 2023 has a provision of 22.5% reservation for SCs/STs, 27% reservation for OBCs and 50.5% reservation for Open category in allotment of retail outlet dealerships except Arunachal Pradesh, Meghalaya, Nagaland and Mizoram.
