Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) the number of eligible candidates belonging to OBC, SC, ST and General category in
Aonla Parliamentary Constituency of Uttar Pradesh who have been allotted petrol pumps during the
previous years;
(b) the details of allotment, selection process and the total number of applications received
and the applications finally accepted in this regard, year-wise and category-wise;
(c) whether the Government has taken any corrective measures to ensure a transparent and
efficient draw system in the Aonla region especially for applicants from reserved categories, if so,
the details thereof; and
(d) whether any proposal is under consideration with the Government to increase separate quota or
additional allocation for OBC, SC, ST and General Category for new petrol pumps in the area in
future, if so, the details thereof?

(a) to (d) Expansion of Retail Outlets (ROs) network (in urban/rural) by Public Sector Oil Marketing
Companies (OMCs) is a continuous process to ensure adequate availability of motor fuels such as
petrol & diesel throughout the country. ROs are set up by Public Sector OMCs at identified locations
based on field survey and feasibility studies. Locations having sufficient potential and which are
economically viable are rostered in the Marketing Plans for setting up ROs.
Public Sector OMCs new Dealership Selection Guidelines, 2023 has a provision of 22.5%
reservation for SCs/STs, 27% reservation for OBCs and 50.5% reservation for Open category in
allotment of retail outlet dealerships except Arunachal Pradesh, Meghalaya, Nagaland and Mizoram.
Reservation in these states is as below :-

including reserved categories across the country including Budaun and Bareilly districts of Uttar

Public Sector OMCs have released advertisement in June, 2023 for selection of new RO (petrol
pump) dealers on all India basis including Budaun and Bareilly districts of Uttar Pradesh, some of
their areas forming part of Aonla Parliamentary Constituency. The category wise number of locations
advertised by Public Sector OMCs in June, 2023 in Budaun and Bareilly districts of Uttar Pradesh are
