AMENDING TELECOMMUNICATIONS CYBER SECURITY RULES
1447 SHRI S NIRANJAN REDDY:
Will the Minister of Communications be pleased to state:
(a) whether Government intents to amend the Telecommunication Cyber Security (TCS) Rules,
2025, introducing SIM-based authentication and session limits for messaging apps to prevent frauds;
(b) the specific compliance requirements for messaging platforms and telecom identifiers under
the amended rules;
(c) whether any industry concerns have been raised regarding scope or implementation of these
standards; and
(d) the steps taken to review stakeholder's feedback and ensure clear legal mandates?

(a) The Telecommunications (Telecom Cyber Security) Amendment Rules, 2025 (hereinafter
referred as ‘Rules’) were notified on 22.10.2025.
(b) The Rules specifies that every Telecommunication Identifier User Entity (TIUE) shall ensure
compliance with the directions and standards, including timelines for their implementation, as may
be issued by the Central Government for the prevention of misuse of telecommunication identifiers
or telecommunication equipment or telecommunication network or telecommunication services for
ensuring telecom cyber security.
(c) & (d) The Rules were published for public consultation on 24.06.2025. The final text of the
Rules was notified on 22.10.2025 based on examination of the comments received during the public
consultation.
