Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether Mahatma Gandhi National Rural Employment
Guarantee Scheme (MGNREGS) programme is being
implemented in every Panchayat and district of the country;
(b) if so, the details of the amount spent on MGNREGS during the
last three years, State and district-wise;
(c) whether it is also a fact that in many States, particularly Bihar,
MGNREGS exists only on paper and is not effectively
implemented on the ground;
(d) if so, whether the Union Government proposes to send a
Central team to inspect the implementation of the scheme in
the State of Bihar; and
(e) if so, the time by which such inspection is likely to be taken
place?

(a): Mahatma Gandhi National Rural Employment Guarantee
Scheme (Mahatma Gandhi NREGS) is being implemented in all
States/UTs (except UT of Chandigarh and NCT of Delhi) covering
741 districts, 7,193 blocks and 2,69,235 Gram Panchayats in
accordance with the provisions of the Mahatma Gandhi National
Rural Employment Guarantee Act, 2005.
(b): Mahatma Gandhi NREGS is a demand-driven wage employment
scheme. Under the scheme, 100% of wage payments are made by
the Central Government directly to the accounts of beneficiaries
through the Direct Benefit Transfer (DBT) protocol. The Central
Page 1 of 3government releases material and admin funds to the State
Government which in turn releases the same to Districts. The
Central Government does not release funds directly to the Districts.
State/UT-wise details of funds released under Mahatma Gandhi
NREGS from the financial years 2022-23 to 2024-25 are given at
Annexure.
(c)to (e): The implementation of the Mahatma Gandhi NREGS is
the responsibility of the respective State/UT Governments in
accordance with the provisions of the Act and guidelines. As and
when specific complaints regarding corruption, irregularities, or
other issues in the implementation of schemes in States/UTs,
including Bihar, are received by the Ministry, they are enquired
either through the respective State/UT authorities or by Central
teams. The Ministry also regularly reviews the performance of the
scheme's implementation in States/UTs through various means,
such as Mid-Term Reviews, Labour Budget meetings, Labour Budget
revision meetings, and programme review meetings. National Level
Monitors, Common Review Missions, and officials from the Ministry
also visit States/UTs at regular intervals to assess the
implementation of the scheme. Additionally, Social Audit and the
Ombudsperson mechanisms have been established to redress
grievances and ensure the scheme is implemented as per the
provisions of the Mahatma Gandhi National Rural Employment
Guarantee Act (Mahatma Gandhi NREGA), 2005.
