Scheme (ABSS) in Uttar Pradesh particularly in Baghpat, Sitapur and
Jaunpur Lok Sabha Constituencies;
(b) the amount allocated, sanctioned and disbursed and spent for station
redevelopment works in the said State under the ABS scheme during the
last five years, year-wise, district-wise and station-wise;
(c) the number of selected stations where Master Plans have been
sanctioned;
(d) the number of selected stations where DPR has been sanctioned
along with the details of financial and physical progress of the work;(e) the status of DPR of Panipat-Meerut new railway line including the
date of its submission;
(f) whether the said project has received approval from the Ministry of
Railways or any related authorities such as the Gati Shakti Unit and if
so, the details thereof;
(g) whether any timeline has been fixed for the commencement and
completion of the railway line and if not, the reasons for the delay;
(h) the estimated project cost and budgetary provisions made so far for

(a) to (i) Ministry of Railways has launched Amrit Bharat Station Scheme
for development / upgradation of stations over Indian Railways. So far,
1337 stations have been identified for development under Amrit Bharat
Station Scheme, out of which 157 stations are located in the state of
Uttar Pradesh. Out of which, phase-I works have been completed at 20stations, Phase-I/Phase-II works have been taken up at 130 stations and
9 stations are at master planning / tendering stage.

Development works at railway stations under Amrit Bharat Station
Scheme in the state of Uttar Pradesh have been taken up at a good
pace. Till now, phase-I works of 20 stations (Ayodhya Dham, Balrampur,
Bareily City, Bijnor, Fatehabad, Gola Gokarnath Gomti Nagar, Govardhan,
Govindpuri, Hathras City, Idgah Agra Jn., Izzatnagar, Mailani, Pokhrayan,
Ramghat Halt, Saharanpur Jn., Siddharth Nagar, Suraimanpur,
Swaminarayan Chappia, Ujhani) in the state of Uttar Pradesh have been
completed under this scheme. The works at other stations have also
been taken up at good pace and progress of some of above stations is as
given below:
At Modi Nagar station, work of improvement to station building,
improvement to waiting area and toilets, 12m wide Foot Over Bridge,
new platform shelters, have been completed and work of minor finishing
items of building, platform surfacing, signage, improvement to
circulating area and parking have been taken up. At Sitapur Junction station, work of construction of old station
building façade, platform flooring, platform shelter, circulating area
boundary wall have been completed and works of construction of new
station building foundation, pay & use toilet renovation, circulating area
road, parking etc. have been taken up.
At Jaunpur Junction station, structural work of new station
building, platform shelter and toilet block have been taken up.
At Jaunpur City station, work of platform shelters has been taken
up.
● At Lucknow (Charbagh & Junction) station, the structural works of
the second entry station building, TTE Running Hostel, Store Depot have
been completed and masonry work including other finishing works,
concourse, Foot Over Bridge, second entry circulating area, main entry
external development and platform no. 10/11 works have been taken up.
● At Prayagraj station, structural work of second entry side, Rail Mail
Service & arrival, parcel & arrival buildings, and basement plaza at
second entry, Electrical substation have been completed and finishing
work of these structures have been taken up. Extension work of Foot
Over Bridge no. 2 has been completed. Work of roof plaza and relocated
structures have been taken up.
● At Ghaziabad station, structural work of station building at main
entry side and second entry side, foundation work of Foot Over Bridge,
roof plaza,electrical substation at main entry side and second entry side,Magistrate building, Government Railway Police and Railway Protection
Force buildings have been taken up.
Further development / redevelopment / upgradation / modernisation of
stations on Indian Railways is a continuous and ongoing process and
works in this regard are undertaken as per requirement, subject to inter-
se priority and availability of funds. The priority for development /
redevelopment / upgradation / modernisation of stations is accorded to
higher category of station over lower category of station while
sanctioning and executing the works.
Master planning is an iterative process requiring optimization and the
time frame and other details for such optimization cannot be indicated
at this stage.
Amrit Bharat Station Scheme envisages development of stations on a
continuous basis with a long-term approach.It involves preparation of
master plans and their implementation in phases to improve the
amenities at the stations like improvement of station access, circulating
areas, waiting halls, toilets, lift/escalators as necessary, platform
surfacing and cover over platform, cleanliness, free Wi-Fi, kiosks for
local products through schemes like ‘One Station One Product’, better
passenger information systems, executive lounges, nominated spaces
for business meetings, landscaping, etc. keeping in view the necessity
at each station.The scheme also envisages improvement of building, integrating the
station with both sides of the city, multimodal integration, amenities for
Divyangjans, sustainable and environment friendly solutions, provision of
ballastless tracks, etc. as per necessity, phasing and feasibility and
creation of city centre at the station in the long term.
Development / upgradation / modernisation of stations including under
Amrit Bharat Station Scheme is generally funded under Plan Head-53
‘Customer Amenities’. The details of allocation and expenditure under
Plan Head-53 are maintained Zonal Railway-wise and not work-wise, or
station wise or state-wise. The state of Uttar Pradesh is covered under
the jurisdiction of five railway zones, namely East Central Railway, North
Central Railway, Northern Railway, North Eastern Railway, and West
Central Railway. For these zones, the allocations and expenditures made
over the last five financial years are as follows: in 2021–22, ₹707 crore
was allocated and ₹632 crore expended; in 2022–23, ₹1,278 crore was
allocated and ₹866 crore expended; in 2023–24, ₹3,888 crore was
allocated and ₹2,915 crore expended; in 2024–25, ₹4,188 crore was
allocated and ₹4,143 crore expended; and in 2025–26, ₹4,358 crore has
been allocated, with an expenditure(up to June, 2025) of ₹877 crore
incurred so far.
Development / upgradation of railway stations is complex in nature
involving safety of passengers & trains and requires various statutory
clearances such as fire clearance, heritage, tree cutting, airport
clearance etc. The progress also gets affected due to brownfield related
challenges such as shifting of utilities (involving water/sewage lines,optical fibre cables, gas pipe lines, power/signal cables, etc.),
infringements, operation of trains without hindering passenger
movement, speed restrictions due to works carried out in close
proximity of tracks and high voltage power lines, etc. and these factors
affect the completion time. Therefore, no time frame can be indicated at
this stage.
Railway projects are survey/ sanctioned/ executed Zonal Railway wise
and not State-wise/UT wise/District wise as the Railway projects may
span across State/UT/District boundaries. Railway projects are
sanctioned on the basis of remunerativeness, traffic projections, last
mile connectivity, missing links and alternate routes, augmentation of
congested/saturated lines, demands raised by State Governments,
Central Ministries, Member of Parliament, other public representatives,
Railway’s own operational requirement, socio-economic considerations
etc. depending upon throwforward of ongoing projects and overall
availability of funds.
The Survey for Meerut-Panipat New Rail Line (104 Km) has been
sanctioned for preparing Detailed Project Report. However, Panipat and
Meerut are well connected with existing rail network via Delhi-
Ghaziabad.
After firming up of Detailed Project Report (DPR), sanctioning of project
requires consultation with various stake-holders including State
Governments and necessary approvals viz. appraisal of NITI Aayog,Ministry of Finance etc. As sanctioned of projects is a continuous and
dynamic process, exact timelines cannot be fixed.

Budget allocation for infrastructure projects and safety works, falling
fully/partly in Uttar Pradesh is as under:

quick land acquisition by state government, forest clearance by officials
of forest department, deposition of cost share by State Government in
cost sharing projects, priority of projects, shifting of infringing utilities,
statutory clearances from various authorities, geological and
topographical conditions of area, law and order situation in the area of
project(s) site, number of working months in a year for particular project
site due to climate conditions etc.
Police’ and ‘Public Order’ are state subject under the Seventh Schedule
to the Constitution of India and therefore, State Governments are
responsible for prevention, detection, registration, and investigation of
crime and maintenance of law and order of Railways through their law
enforcement agencies viz. Government Railway Police (GRP)/District
Police. Railway Protection Force (RPF) supplements the efforts of
GRP/District Police to provide better protection and security to railway
property, passenger area passengers and for matters connected
therewith.
The following steps are being taken by the Railway in coordination with
GRP for the security of passengers in trains and at stations:-
Surveillance is kept through CCTV cameras provided in number of
coaches and at railway stations.
For immediate assistance passengers can make complaint on Rail
Madad Portal directly or through Helpline Number 139 [integrated
with Emergency Response Support System (ERSS) No. 112]. Railways are in regular touch with passenger through various
social media platforms like twitter & facebook to enhance security
of passengers and to address their security concern.
Frequent announcements are made through Public Address System
to educate passengers to take precautions against theft, snatching
drugging etc.
State Level Security Committee of Railways (SLSCR) have been
constituted for all State/Union Territories under the Chairmanship
of respective Director General of Police/Commissioner of
State/Union Territories for regular monitoring and review of
security arrangements of the Railways.
RPF has established more than 750 Anti Human Trafficking Units
(AHTUs) over the Indian Railways at Post (Thana) level to counter
trafficking through Indian Railways.
In coordination with Ministry of Women and Child Development
(MoWCD), Child Help desks (CHDs) have been setup at selected
railway station across the Indian Railway to safeguard children in
need of care and protection. These CHDs are being operated by
District Child Protection Units (DCPUs) at district level.
Cleanliness is a continuous process, and every endeavour is made to
keep the station's premises in a properly maintained and clean
condition. Various measures have been taken for improving
cleanliness at stations (including those covered under the Amrit
Bharat Scheme), which include:
Integrated housekeeping contracts at major stations. Mechanized cleaning and provision of two bin-type dustbins at
several locations for segregation of biodegradable and non-
biodegradable wastes.
Rag picking contracts and/or garbage disposal contracts are
available at major stations.
Prevention of falling of fecal matter on railway tracks by fitting
bio-toilets in all passenger coaches, thereby ensuring cleaner
railway stations.
Installation of plastic bottle crushing machines at major
stations.
