(a) the measures taken by the Government to support growth of the dairy sector and the role
played by the Animal Husbandry Infrastructure Development Fund (AHIDF) in
enhancing country’s self-sufficiency in milk production in the country especially in
Rajasthan;
(b) the details of key schemes being implemented by the department of Animal Husbandry
and Dairying under the Aatma Nirbhar Bharat Abhiyan to strengthen the domestic dairy
industry, and the manner in which these initiatives have enhanced the sector’s
contribution to the national economy; and
(c) the details of the objectives of the Rashtriya Gokul Mission and the National Programme
for Dairy Development, especially in Rajasthan and how these initiatives aim to improve
the genetic quality and productivity of bovines, enhance the quality of milk and milk
products and increase farmer’s income and employment opportunities in rural areas, the
details thereof?

(a) The Department of Animal Husbandry and Dairying is implementing the Animal
Husbandry Infrastructure Development Fund (AHIDF) to promote modern dairy
infrastructure such as milk processing plants, chilling units, value‑added product
facilities, and logistics, while encouraging private sector players, FPOs, and
cooperatives to invest in dairy processing. The scheme also supports dovetailing with
various central and state government initiatives to ensure holistic growth of the dairy
ecosystem. The scheme provides several key benefits, including a 3% interest
subvention for eight years with a two‑year moratorium, term loans covering up to
90% of the project cost from scheduled banks and institutions such as NABARD,
NCDC, NDDB, and SIDBI with no ceiling on loan amount, and a 25% credit
guarantee on term loans for MSME projects through NABSanrakshan Trustee Pvt.
Ltd., a subsidiary of NABARD.
As on date, total of 157 dairy projects have been approved across the country with
approved project cost of Rs 10480.30 crores with total processing capacity of 237.87
LLPD.
A total of 10 dairy projects are approved with the project cost of Rs 138.91 crore in
the state of Rajasthan with the processing capacity of 12.88 Lakh Litre Per Day
(LLPD)(b) Two schemes namely Animal Husbandry Infrastructure Development Fund (AHIDF)
and Livestock Health & Disease Control Programme (LHDCP) are being
implemented under the Aatma Nirbhar Bharat Abhiyan to strengthen the domestic
dairy industry in country.
About AHIDF Scheme
Under the AHIDF Scheme, Department supports the infrastructure creation in 7 areas
namely
i. Dairy processing and value addition infrastructure,
ii. Meat processing and value addition infrastructure
iii. Animal Feed Plant
iv. Breed Improvement technology and Breed Multiplication Farm
v. Setting up of Veterinary Vaccine and Drugs Manufacturing facilities and
vi. Animal Waste to Wealth Management (Agri Waste Management) and
vii. Primary wool processing across the country.
Also, under AHIDF, the Credit Guarantee benefit is being provided, to strengthen credit
delivery system and facilitate smooth flow of credit to the Micro, Small & Medium
Enterprise (MSMEs) engaged in dairy sector without hassles of collateral security. This
facilitates access to finance for dairy sector, making availability of financial assistance
from lenders to mainly first-generation dairy entrepreneurs and under privileged section
of society, who lack collateral security for supporting their ventures.
The scheme is significantly strengthening the dairy sector by promoting
breed-multiplication initiatives that enhance the genetic potential of livestock, resulting in
higher milk productivity. It also supports the establishment of cattle feed production units
and drug and vaccine manufacturing facilities, improving access to affordable,
high-quality nutrition and veterinary inputs. Together, these interventions contribute to
better animal health management and sustained improvements in milk yield across the
livestock population.
By incentivizing investments in new milk processing plants, the scheme is expanding the
sector’s processing capacity, enabling the production of high-quality processed milk and
value-added dairy products. This not only boosts the efficiency of the dairy value chain
but also creates stable income opportunities for livestock farmers. The focus on breeding
superior livestock further improves the overall genetic stock, leading to enhanced milk
yield and long-term productivity gains.
Additionally, the scheme promotes sustainable waste-to-wealth initiatives by supporting
projects that convert animal waste into biogas/CNG and bio-fertilizers, thereby advancing
circular-economy practices within the sector.
As on date, total processing capacity of 237.86 LLPD has been created under AHIDF
Scheme out of which 12.88 LLPD is in Rajasthan.
Livestock Health & Disease Control Programme (LHDCP)
Department is supporting the states/UTs to increase livestock productivity and
augmenting livestock health care through the implementation of Livestock Health &
Disease Control Programme (LHDCP) which is a Central Sector Scheme, in all
States/UTs, with the aim of reducing risk to animal health by prophylactic vaccination
against diseases of animals, capacity building of Veterinary services, disease surveillance,
training and awareness, strengthening Veterinary infrastructure etc.
LHDCP Project supports states in following area namely
i. Vaccination against Foot and Mouth Disease (FMD), Brucellosis, Peste des Petits
Ruminants (PPR) and Classical Swine Fever (CSF) under 100% central
assistance,ii. Assistance to States for Control of Animal Disease (ASCAD) for control of state
prioritized animal diseases including 100 % financial assistance to States/UTs for
awareness training and publicity on Good Animal Husbandry Practices and
Veterinary care.
iii. Under the sub-component Establishment and Strengthening of Veterinary
Hospitals and Dispensaries (ESVHD-MVU), 100% financial assistance is
provided towards procurement & customization of Mobile Veterinary Units
(MVUs) with recurring operational expenditure for delivery of veterinary
healthcare services at farmers’ doorsteps.
iv. Additionally, a new component of Pashu Aushadhi is included in the LHDCP to
make available quality generic veterinary medicine at affordable price to the dairy
farmers through Pradhan Mantri Kisan Samriddhi Kendras (PM-KSK) and
Cooperative Societies
(c) The Details of the Rashtriya Gokul Mission (RGM) and National Programme for Dairy
Development (NPDD) has been detailed below:
Rashtriya Gokul Mission (RGM)
Department is implementing Rashtriya Gokul Mission (RGM) with the aims and objectives:
i. To enhance productivity of bovines and increasing milk production in a sustainable
manner using advance technologies
ii. To propagate use of high genetic merit bulls for breeding purposes.
iii. To enhance Artificial insemination coverage through strengthening breeding network
and delivery of Artificial insemination services at farmers doorstep
iv. To promote indigenous cattle & buffalo rearing and conservation in a scientific and
holistic manner.
The steps are taken under RGM for development and conservation of indigenous breeds,
genetic upgradation of bovine population:
i. Implementation of Nationwide Artificial Insemination Programme (NAIP) using
semen of high merit bulls including bulls of indigenous breeds. Under the component
Artificial Insemination (AI) services is delivered free of cost at farmers’ doorstep in
the districts with less than 50% AI coverage.
ii. The Department of Animal Husbandry and Dairying has established sex sorted semen
production facilities and implementing Accelerated Breed Improvement Programme
using sex sorted semen with the aim to produce female calves up to 90% accuracy
thereby enhancing milch cattle population, breed improvement and farmers' income.
iii. Implementation of progeny testing and pedigree selection for production of high
genetic merit bulls
iv. Implementation of In-Vitro Fertilization (IVF) Technology: The technology has
important role in genetic upgradation of bovine population in single generation.
Further, to deliver technology at reasonable rates to farmers Government has launched
indigenous IVF media.
v. Genomic Selection: To select High Genetic Merit (HGM) animals and to accelerate
genetic improvement of cattle and buffaloes, the Department has developed unified
genomic chips Gau Chip for indigenous cattle and Mahish Chip for indigenous
buffaloes specifically designed for initiating genomic selection of high genetic merit
animals in the country.
vi. Community resource persons /Multi-purpose Artificial Insemination Technicians in
Rural India (MAITRIs) are trained and equipped to deliver quality Artificial
Insemination services at farmers’ doorstep.National Programme for Dairy Development (NPDD)
Department of Animal Husbandry and Dairying (DAHD) is implementing Central Sector
Scheme- “National Programme for Dairy Development (NPDD)” across the country
including Rajasthan since 2014-15 with the aim to enhance quality of milk and milk products
and increase share of organized procurement, processing, value addition and marketing. The
scheme was restructured/realigned in July 2021 for implementation from 2021-22 to 2025-26
with the following two components:
I. The Component ''A'' of NPDD focuses on creating/strengthening of infrastructure for
quality milk testing equipment as well as primary chilling facilities for State
Cooperative Dairy Federations/District Cooperative Milk Producers’
Union/SHGs/Milk Producer Companies/Farmer Producer Organizations.
II. The Component ‘B’ of the NPDD scheme "Dairying through Cooperatives” JICA
assisted project aims to increase sale of milk and dairy products by increasing farmer’s
access to organized market, upgrading dairy processing facilities and marketing
infrastructure and enhancing the capacity of producer owned institutions.
Progress under NPDD Component A
Under Component A of NPDD scheme, 34 projects have been approved in Rajasthan with the
total project cost of Rs.39748.64 lakh with a central share of Rs.27408.77 lakh and out of this
an amount of Rs. 21979.62 lakh has been released till date. The projects are being
implemented by Rajasthan Cooperative Dairy Federation.

Progress under Component B
Total 13 districts have been covered under the Scheme namely Component B Alwar,
Bharatpur, Bhilwara, Churu, Dausa, Dungarpur, Jaipur, Jalor, Jhunjhunu, Pali, Sirohi,
Udaipur, Kota. Total 8 projects have been approved in Rajasthan with total approved budget
of Rs 354.20 Cr out of which Rs 242.33 Cr is towards loan and Rs 80.86 Cr is towards grant
and balance fund is from PI Contribution.About 1598 new Dairy Cooperative Societies have been created in Rajasthan along with
strengthening of 952 DCS societies. Total 52 BMC has been set up with chilling capacity of
52 KL along with 50 Milk Tankers. About 88099 farmers have been enrolled out of which
70208 members are women. About 33 MTPD VAP manufacturing facility, 500 MTPD of
Cattle Feed Plant, 50 MTPD of Bypass Protein and 12 MTPD of Mineral Mixture processing
capacity. Under the productivity enhancement, 100 villages are covered under Calf Reading
Programme, 764 villages have been covered under the Animal Nutrition Advisory, 40 villages
covered under Fodder Development. About 88,738 famers have been trained under the
project.
