GOVERNMENT OF INDIA MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING DEPARTMENT OF ANIMAL HUSBANDRY AND DAIRYING LOK SABHA STARRED QUESTION No. 141 TO BE ANSWERED ON 10th February 2026 ANIMAL HUSBANDRY INFRASTRUCTURE DEVELOPMENT FUND *141: Ms. IQRA CHOUDHARY: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) the sanctioned versus released amount under the realigned Animal Husbandry Infrastructure Development Fund (AHIDF) in Uttar Pradesh till January 2026 and the reasons for delays or shortfalls in the 3% interest subvention; (b) the number of dairy cooperatives in Uttar Pradesh that have successfully availed the 3% interest subvention since February 2024 and those unable to access it; (c) the details of operational dairy processing projects and their audit-verified impact on daily milk price realisation for small and landless farmers, district-wise; (d) the number of Micro, Small, and Medium Enterprises (MSMEs) projects denied 25% National Bank for Agriculture and Rural Development (NABARD) credit guarantee due to the two crore loan ceiling, and steps taken by the Government to remove this bottleneck; and (e) the plan for AHIDF under the XVI Finance Commission cycle and whether 3% interest subvention will continue for five years and if so, the details thereof? A N S W E R MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) to (e): A statement is laid on the table of the House. 1STATEMENT REFERRED IN REPLY OF LOK SABHA STARRED QUESTION NO. *141 PART (a) to (e) ON ANIMAL HUSBANDRY INFRASTRUCTURE DEVELOPMENT FUND TO BE ANSWERED ON 10th FEBRUARY, 2026. a) In the State of Uttar Pradesh, under realigned Animal Husbandry Infrastructure Development Fund (AHIDF), Department of Animal Husbandry and Dairying (DAHD), Government of India has sanctioned 36 projects, with the project cost of Rs 1629.25 crore as of January 2026. Interest subvention is released for 34 projects, amounting to Rs 32.81 crore. For the two projects, the 3 % interest subvention is not released, as the term loan disbursement is yet to be done by the respective banks. b) AHIDF is a demand driven scheme and available to all eligible entities including dairy cooperatives, if the project is as per the guidelines. Only one dairy cooperative project, is approved for interest subvention, subject to disbursement of the term loan. As the term loan has still not been disbursed, the interest subvention is not released so far. c) Under the Dairy processing and value addition category, 18 projects have been sanctioned in the State of Uttar Pradesh out of which 12 projects have started their commercial operations. As per the Detailed project reports these 12 projects have collectively created a processing capacity of 17.86 Lakh Litres/day, benefiting approximately 64,800 farmers.
