(a) the details of Central sector and Centrally sponsored schemes being implemented, State wise
especially in Lok Sabha Constituency, Nalgonda in Telangana;
(b) the total amount of funds allocated, released and utilized under each of these schemes, State-
wise;
(c) the number of beneficiaries covered under key schemes such as Rashtriya Gokul Mission,
National Livestock Mission, Animal Husbandry Infrastructure Development Fund and National
Programme for Dairy Development, State-wise including Telangana in Nalgonda;
(d) whether the Government has taken any steps to strengthen implementation through Mobile
Veterinary Units, fodder banks and livestock health and disease control in the State of Telangana
including Nalgonda; and
(e) if so, the details thereof and the future roadmap for expanding animal husbandry services in
rural and backward regions like Nalgonda?

(a) and (b) In order to complement and supplement the efforts made by the States for
development of Animal Husbandry sector, the Department of Animal Husbandry Dairying is
implementing following central and centrally sponsored schemes across the country including
Nalgonda district in Telangana:
(i) Rashtriya Gokul Mission (RGM): RGM is implemented for development and conservation
of indigenous breeds, genetic upgradation of bovine population and enhancement of milk
production and productivity of bovines with the following major components:
(i) Nationwide Artificial Insemination Programme is being implemented to enhance
artificial insemination coverage in districts with less than 50% Artificial Insemination
Coverage;
(ii) Accelerated breed improvement programme using IVF technology and sex sorted
semen is being implemented for rapid genetic upgradation of bovine population;(iii) Multi-purpose Artificial Insemination Technicians in Rural India (MAITRIs) are
trained and equipped to deliver quality Artificial Insemination services at farmers’ doorstep
and
(iv) Under the component of establishment of breed multiplication farm, 50% capital
subsidy made available to entrepreneurs for increasing availability of high genetic merit
animals.
(ii) National Programme for Dairy Development (NPDD): NPDD is implemented with
following 2 components:
(i) Component ''A'' of NPDD focuses on creating/strengthening of infrastructure for
quality milk testing equipment as well as primary chilling facilities for State
Cooperative Dairy Federations/ District Cooperative Milk Producers’ Union/ Self Help
Groups (SHGs)/ Milk Producer Companies/ Farmer Producer Organizations.
(ii) Component ''B'' of the NPDD scheme "Dairying through Cooperatives” aims to
increase sale of milk and dairy products by increasing farmer’s access to organized
market, upgrading dairy processing facilities and marketing infrastructure and
enhancing the capacity of producer owned institutions.
(iii) Supporting Dairy Cooperatives & Farmer Producer Organisations engaged in dairy
activities (SDCFPO): To assist the State Dairy Cooperative Federations by providing interest
subvention (regular 2% and additional 2% on prompt repayment) with respect to soft working
capital loan to tide over the crisis on account severely adverse market conditions or natural
calamities.
(iv) Animal Husbandry Infrastructure Development Fund (AHIDF): AHIDF provides interest
subvention at the rate 3% per annum for creation/ strengthening of livestock product processing
and diversification infrastructure thereby providing greater access for unorganized producer
members to organized market.
(v) National Livestock Mission (NLM): to bring sharp focus on entrepreneurship development
and breed improvement in poultry, sheep, goat, piggery and fodder by providing the incentivization
to the individual, FPOs, SHGs, Section 8 companies for entrepreneurship development and also to
the State Government for breed improvement infrastructure.
Under the National Livestock Mission – Entrepreneurship Development and Employment
Generation (NLM-EDP), a total of 3,853 applications have been approved across the country,
generating employment for over 41,000 individuals and impacting more than 82,000 farmers. The
total project cost of the approved projects amounts to Rs. 2,680.75 crore, with loan amounts of Rs.
1,005.34 crore and approved subsidies of Rs.1,235.79 crore. In Nalgonda district, 72 projects have
been approved, generating 292 jobs and impacting 331 farmers. These include 9 Goat, 11 Poultry,
and 52 Sheep projects with a total project cost of Rs. 60.22 crore and an approved subsidy of Rs.
29.84 crore.
(vi) Livestock Health and Disease Control Programme (LHDCP): to provide for prophylactic
vaccination against animal diseases, capacity building of veterinary services, disease surveillance,
and strengthening veterinary infrastructure. Also, a new component of Pashu Aushadhi is added
under the scheme ensure availability of affordable generic veterinary medicine across the country
through Pradhan Mantri Kisan Samriddhi Kendras (PM-KSK) and Cooperative Societies. This will
create an ecosystem for Generic Medicine which will be affordable and of good quality.
The total amount of funds allocated, released and utilized under each of these schemes, State-wise
is at Annexure-I A to I C.(c) The details of number of beneficiaries covered under key schemes is at Annexure-II A to
II D.
(d) and (e) In order to complement and supplement the efforts made by the States to strengthen
implementation through Mobile Veterinary Units, fodder banks and livestock health and disease
control, the Department of Animal Husbandry and Dairying has taken following steps across the
country in all districts of Telangana including Nalgonda:
(i) Under the component of Nationwide AI programme of Rashtriya Gokul Mission Artificial
Insemination (AI) services is delivered free of cost at the farmers doorstep. So far 32.44 lakh
animals covered, 42.37 lakh AI performed and 16.65 lakh farmers benefited in the State of
Telangana. In the Nalgonda district so far 1.84 lakh animals covered, 2.43 lakh AI performed and
1.20 lakh farmers benefited.
(ii) Under Livestock Health and Disease Control Programme (LHDCP) assistance is made
available to the States/UTs including Telangana for control of animal diseases like Foot and Mouth
Disease, Brucellosis and also to provide assistance to State Governments for Control of other
infectious diseases of livestock including dairy animals.
Under the scheme Government of India is supporting establishment of Mobile Veterinary
Units (MVUs) for delivery of veterinary healthcare services including disease diagnosis, treatment,
vaccination, minor surgical interventions, audio-visual aids and extension services at farmers
doorstep. So far, 4019 MVUs are operational across the country and 96.86 lakh farmers benefitted
and 2.01 crore animals treated. The State of Telangana is not participating under the component of
Establishment of Mobile Veterinary Unit.
(iii) In order to overcome the shortage of quality fodder and increase its availability in the
country, and to establish the fodder banks by the States and UTs, Department of Animal Husbandry
and Dairying, is implementing National Livestock Mission with a Sub Mission on Feed and Fodder
Development. The Sub-Mission of the feed and fodder is covering the following activities: (i)
Assistance for quality Fodder seed production. (ii) Entrepreneurial activities in feed and
fodder. (iii) Establishment of Entrepreneurs for Fodder Seed processing Infrastructure (processing
and grading unit/ fodder seed storage godown). (iv) Fodder production from Non-Forest Wasteland
/ Rangeland / Non-arable Land” and (v) Fodder Production from Forest Land.
Further, Department of Agriculture & Farmers Welfare (DA&FW) is implementing the
Central Sector Scheme “Formation and Promotion of 10,000 Farmer Producer Organisations
(FPOs)” with National Dairy Development Board (NDDB) as implementing agency to form and
promote 100 primarily fodder centric FPOs.
ICAR- Indian Grassland and Fodder Research Institute (IGFRI Jhansi-) has developed Fodder
Resources Development Plans for States/ UTs including Telangana, which include an area-specific
strategy to be adopted to overcome the deficiency of green and dry fodder of the region and also to
provide an executable plan for the State government and other agencies involved in livestock-
related policy and planning.
