Animal Relocation Programme

Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state:
(a) the data on the number of human casualties and crop/property damages due to human-
wildlife conflicts across the country during the last three years and the current year,
State/UT-wise including Kerala;
(b) the details of animal relocation programmes conducted during the said period, along with
the total number of animals relocated, year-wise;
(c) the total funds allocated and released to each State, including Kerala for mitigating
human-wildlife conflicts under Centrally Sponsored Schemes during the said period,
including compensation for fatalities;
(d) the funding provided under Project Tiger and Project Elephant during the said period,
State/UT-wise; and
(e) the steps being taken to enhance inter-State coordination, integrate technology like early
warning systems and alternative livelihoods for forest-fringe communities?

(a) to (e) The management of wildlife including the mitigation of human-wildlife conflict is
primarily the responsibility of the concerned States/UTs. The State Governments
&Union Territory Administrations are the first responders to any conflict situation
and they maintain the details of the conflict along with the species involved.
The Central Government provides financial assistance to State
Governments/Union Territory Administrations under the Centrally Sponsored
Schemes, ‘Development of Wildlife Habitats’ and ‘Project Tiger and Elephant’ for
management of wildlife and its habitat including management of human-wildlife
conflict in the country. The activities supported include procurement of early
warning systems, construction and erection of physical barriers such as barbed wire
fence, solar, powered electric fence, bio- fencing, boundary walls etc. to prevent
the entry of wild animals into crop fields, payment of ex- gratia relief to the victims
of human-wildlife conflicts.:2:
Further, the Ministry has issued an advisory on dealing with human-wildlife
conflict in February 2021. The Advisory recommends coordinated
interdepartmental action, identification of conflict hot spots, adoption of early
warning systems using scientific technology, adherence to Standard Operating
Procedures, establishment of rapid response teams, formation of State and District
level committees to review the quantum of ex-gratia relief, and issuing
guidance/instructions for expedited payments etc. The details of fund released
under the schemes in last three year are provided at Annexure-I & Annexure-II.
