(b) the number of cow shelters recognised by the said Board during the last five years and the
amount of funds provided to them, year/State/district- wise;
(c) whether applications for granting recognition and assistance to cow shelters in Rajasthan are
pending with the Board; and
(d) if so, the date from which the said applications are pending and the reasons for the same along
with the details of cow shelters in the Churu district and the districts under Bharatpur Lok Sabha

(a) The Animal Welfare Board of India (AWBI) is a statutory advisory body constituted under
the Prevention of Cruelty to Animals Act, 1960, and its jurisdiction extends to the entire territory
of India, including the State of Rajasthan.
(b) The Animal Welfare Board of India provides recognition to the Animal Welfare
Organisations including Gaushalas who are sheltering the stray/injured /sick animals in their
shelter. The AWBI has recognised 204 numbers of Animal Welfare Organization or Gaushalas
during last five year across the Country. A total of 3,607 Animal Welfare Organizations, including
Gaushalas, have been recognized by the Animal Welfare Board of India (AWBI) till date.
The Animal Welfare Board of India provides financial assistance to the recognized animal welfare
organizations / Gaushalas who are sheltering the stray/injured /sick animals in their shelter under
the following schemes:
(i). Regular and Rescue Cattle Grant
(ii). Scheme for Shelter House for looking after the animals
(iii). Scheme for Provision of Ambulance Services to Animals in Distress
(iv). Scheme for Relief to Animals during Natural CalamitiesThe Year-wise amount of fund released under the above schemes implemented by AWBI during

pending for grant of recognition by the Animal Welfare Board of India (AWBI) in the State of
Rajasthan. Out of these, 12 applications are pending due to non-submission of complete
documents, for which queries have already been raised through the online portal. In two cases,
inspection reports are awaited from the Director, Animal Husbandry Department of the concerned
State/UT. One application pertaining to Bikaner District is pending consequent upon issuance of a
show-cause notice on account of submission of a forged recognition certificate. These applications
are received during the period from 20.02.2024 to 26.12.2025.
Applications for financial assistance under various schemes of the Animal Welfare Board of India
(AWBI) are received from recognized Animal Welfare Organizations/ Gaushalas from time to time
and are processed in accordance with the prescribed scheme guidelines.
Financial assistance is released only in respect of proposals which are found eligible as per the
scheme guidelines and in respect of which a favourable inspection report recommending release
of funds is received from the concerned Animal Husbandry Department.
Non-release of financial assistance to any State/UT, including Rajasthan, is primarily due to
reasons such as non-submission of proposals by the organizations, non-submission of mandatorydocuments including utilization certificates of previous grants, non-compliance with scheme
guidelines, ineligibility of proposals, non-availability of favourable inspection reports from the
inspecting agency, and constraints of availability of funds.
