SHRI CAPTAIN VIRIATO FERNANDES Will the Minister of JAL SHAKTI be pleased to state: (a) whether the Government has constituted/proposes to constitute any Committee for finalization of Annual Action Plans submitted by the States and Union Territories (UTs) under the Jal Jeevan Mission (JJM) and if so, the details thereof; (b) whether such Committee, if constituted, approved the Annual Action Plans for 2024–25 for all States and UTs, if so, the details thereof along with the dates of approval and if not, the details of the actual approving authority; (c) the details of the approved Annual Action Plans with regard to budgetary and financial provisions, specifically the agreed Central Share, State Share and Community Contribution under JJM for 2024–25, State/UT-wise; and (d) whether the total Central Share agreed upon by the Union Government, cumulatively across all States and UTs, exceeded the approved or available funds for release during 2024–25 and if so, the details thereof and the reasons for such policy deviations? ANSWER MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA) (a) to (d) As per the provisions of the Operational Guidelines for implementation of the Jal Jeevan Mission (JJM), States/UTs are required to prepare an Annual Action Plan (AAP) in the month of February, in consonance with the approved State Action Plan (SAP), and submit the same online in the prescribed formats developed by the Department/National Mission. The AAP is thereafter firmed up based on consultations between the Department/National Mission and the concerned State/UT. For finalization of the Annual Action Plans under JJM, a Committee was constituted under the chairpersonship of the Secretary, Department of Drinking Water & Sanitation (DDWS). The Committee comprises Addl. Secretary & Financial Adviser, DDWS; Addl. Secretary & Mission Director, JJM, DDWS; Addl. Secretary & Mission Director (SBM), DDWS, nominee of the Principal Scientific Adviser to Government of India; nominee of Secretary, Rural Development (AS/JS in-charge of MGNREGA); nominee of Secretary, Panchayati Raj; Chief Controller of Page 1 of 2Accounts; Technical Director, NIC; all Directors/Deputy Secretaries in the National Jal Jeevan Mission (NJJM); and all Technical Officers in NJJM. The Union Cabinet had approved the Jal Jeevan Mission for the period from 2019-20 to 2023- 24 with a Central outlay of ₹2,08,652 crore. During the approved Mission period, an amount of ₹1,85,958 crore was utilized, leaving a balance of ₹22,694 crore. Further, with the concurrence of Department of Expenditure the extension of period of utilization of remaining fund was given till 31.03.2025and almost entire available fund was utilized in 2024-25. Although the Annual Action Plan meeting for the year 2024-25 was held in February 2024, the AAPs could not be approved as the Mission period concluded on 31.03.2024. Jal Jeevan Mission being a time-bound, Mission-mode programme and ‘Water’ being a State subject, the Department has clarified through official communications and various review meetings that Central financial assistance under JJM is made available for utilization during the Mission period only.
