Will the Minister of EDUCATION be pleased to state:
(a) the details of Annual Work Plan (AWP) and budget approval received from the States
along with the approved budget during the last five years under Samagra Siksha;
(b) whether auditing has been done regarding the implementation of Annual work plan of
the States, if so, the details of the targets that have been set by AWP under each component for
the State of Andhra Pradesh during the last five years, district-wise;
(c) the details of target that has been achieved by AWP under each component for the State
of Andhra Pradesh in the last five years, district-wise; and
(d) whether all the States have submitted audit reports as per Samagra Siksha guidelines
and if so, the details of the States that have submitted the report during the last five years?

(a): The Department of School Education & Literacy is implementing the Centrally
Sponsored Scheme of Samagra Shiksha in partnership with all the States and UTs. Financial
assistance is provided to all States and UTs for various components for implementation of the
interventions under Samagra Shiksha as per norms. Accordingly, the annual plans under
Samagra Shiksha are prepared by the States and UTs based on their requirements and priority
and this is reflected in their respective Annual Work Plan and Budget (AWP&B). These plans
are then appraised and approved/estimated by Project Approval Board (PAB) in consultation
with the States and UTs as per the programmatic and financial norms of the scheme. State-wise
details of Central Share approved by Project Approval Board (PAB) and the Central Share
released under Samagra Shiksha for last five years is at Annexure.
(b) to (c): Provisional Utilization Certificate of previous year is mandatory for funds to be
released as third installment under Samagra Shiksha and Audited report is mandatory for release
of fourth installment. Also, the Annual Reports are required to be submitted by the States to
MoE in respect of Samagra Shiksha within nine months of completion of every financial year.The State of Andhra Pradesh has submitted complete audit reports upto 2023-24.
Education is in the Concurrent list of the Constitution. This Department has launched the
PRABANDH (Project Appraisal, Budgeting Achievements and Data Handling) System. One
of the important features of the PRABANDH System is updation of Expenditure incurred under
the different interventions of the Samagra Shiksha. For this purpose, a data visualization
Dashboard has been created in the PRABANDH System for display of monthly status of
physical and financial progress under the major interventions of the Samagra Shiksha. Regular
follow ups and review meetings are held with the States/UTs ensuring an integrated approach
for monitoring and smooth implementation of the schemes.
(d): All State/UTs have submitted their Annual Audit Reports upto 2023-24 under Samagra
Shiksha as per the guidelines of the scheme.
