Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:

(a) the number of applications received from individual beneficiaries, Farmer Producer Organizations (FPOs) and Self-help Groups (SHGs) under the PM Formalization of Micro Food Processing Enterprises (PMFME) scheme during the last five years, State/UT-wise and year-wise along with the number of applications approved and rejected and the reasons for rejection categorised by type;

(b) the details of State Annual Action Plans submitted by each State/UT during the last five years, year-wise, including proposals for Common Facility Centres (CFCs), shared processing units or incubation centres and the status of appraisal and approval thereof;

(c) the details of funds approved, released and utilised under the scheme during the last five years, State/UT-wise and year-wise including Central and State share;

(d) whether the Government proposes to set up dedicated centres or district-level support mechanisms to assist individual beneficiaries with technical requirements such as DPR preparation and regulatory clearances and if so, the details thereof; and

(e) if not, alternative mechanisms available to ensure that those beneficiaries receive adequate technical support? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH)

(a): Under the Pradhan Mantri Formalisation of Micro food processing Enterprises (PMFME) Scheme, the applications received, approved and rejected for individual beneficiaries, Farmer Producer Organizations (FPOs) and Self-help Groups (SHGs) during the last five years are at Annexure I (A), (B) and (C).

The applications are recommended at the district level by the District Level Committee

(DLC) and subsidy is released after the loans are sanctioned by the banks. The bank sanctions/ rejects the projects based on their policy. However, Ministry regularly conducts meeting withlending banks and State Government. Also, the issues are raised at the Department of Financial Services (DFS) level and in the State Level Bankers Committee (SLBC) meetings.

(b): The Project Implementation Plan (PIP) for the States including the proposals for Common Infrastructure are approved by the Ministry. Under the scheme, support for establishment of Common infrastructure is provisioned with Credit Linked Subsidy @35% of the eligible project cost with maximum of Rs. 3 Crore. Till 31st December 2025, 108 Common Infrastructure/ Common Facility Centers have been sanctioned.

For the support of establishment of Incubation Centre, 76 proposals have been approved with Grant in Aid of Rs. 208.00 crore.

The State-wise and Year-wise details of PIP during the last five years including proposals for Common Infrastructure are at Annexure II.

(c): Under the scheme, Rs. 4111.61 Crore of Centre and corresponding State share has been released/ allocated to States/ UTs for implementation of various components of the scheme in the last five years. The State-wise and year-wise details of Central and State share are at Annexure III.

(d) & (e): Under the Scheme, District Level Committees (DLCs) have been constituted in all the districts to review the implementation of the scheme.

In addition to this, the Scheme engages District Resource Persons (DRPs) at the district or regional level to provide hand-holding support to micro food processing enterprises in preparing Detailed Project Reports (DPRs), securing bank loans, providing training, upgradation of the units, obtaining necessary regulatory approvals, ensuring hygiene standards etc.
