GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 2010 ANSWERED ON 30TH JULY, 2026 APPROVED COLD CHAIN PROJECTS

Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:

(a) the details of the total number of Cold Chain projects approved in each State, along with the number of projects completed and currently under implementation, State-wise;

(b) the total amount of funds approved, released and utilized for Cold chain projects in each State, State-wise;

(c) the number of Cold Chain projects approved in each State that were sanctioned more than five years ago and more than ten years ago, State-wise;

(d) the reasons for delay, if any in completion of Cold Chain projects approved more than five years ago and more than ten years ago;

(e) the total amount of funds approved for ongoing Cold Chain projects in Kerala along with the amount released and utilized so far; and

(f) whether there have been any delay in the release of funds for Cold Chain projects in Kerala and if so, the details thereof and the measures taken by the Government to address such delays? ANSWER THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN)

(a) & (b): The Ministry of Food Processing Industries (MoFPI) has been implementing Integrated Cold Chain & Value Addition Infrastructure scheme (Cold Chain scheme) since

2008. As of 30.06.2026, under Cold Chain scheme, 409 Cold Chain projects have been approved nationwide with total grants-in-aid of ₹3089.08 crore, of which ₹2540.89 crore has already been released for implementation of the projects. Of the 409 projects, 311 have been completed and operationalised and 98 are ongoing. A comprehensive State-wise breakup of the approved, completed and operational projects, along with the funds approved and released is furnished in Annexure-I.

(c) & (d): 320 Cold Chain projects were sanctioned more than five years ago [2008-09 to 2020-21] including 25 ongoing projects. 125 Cold Chain projects were sanctioned more than ten years ago [2008-09 to 2015-16] including three ongoing projects. State-wise breakup of the same is furnished at Annexure-II.The following reasons are attributed for delay in completion of the above mentioned 25 ongoing projects sanctioned more than five years ago and three ongoing projects sanctioned

ten years ago:

(i) Delay in obtaining statutory approvals from local bodies and regulatory authorities.

(ii) Delay in disbursement of term loan by banks.

(iii) Delay in submission of requests by the promoters for change in location of the project, change in bank and change in components.

(iv) Difficulty in mobilising fund for meeting out promoter’s equity.

(v) Delay in receiving imported plant and machinery and installation in the project.

(vi) Covid-19 pandemic, which disrupted labour availability, logistics and equipment supply.

(vii) Delayed submission of claims by the promoter.

(e) & (f): Total grants-in-aid of ₹35.77 crore was approved for four ongoing projects in the State of Kerala, of which ₹3.12 crore was released to one project. The major reasons for the

delay in release of funds to these ongoing projects are:

(i) delay in obtaining statutory approvals from local bodies and regulatory authorities.

(ii) delay in disbursement of term loan by banks and

(iii) delay in submission of claims to the Ministry by the promoter.

To address such issues pertaining to delay in implementation of the project, the Ministry conducts regular review meetings with the project implementing agencies and helps them in mitigating the problems at various levels.
