Approved rates of NBS Scheme

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the details of the latest Nutrient Based Subsidy (NBS) rates approved for
phosphatic and potassic fertilizers for the current agricultural season and
the estimated subsidy outlay thereof,
(b) whether Government has assessed the availability, distribution and sale
of P&K fertilisers in States such as Uttar Pradesh under the revised NBS
rates and the steps taken to ensure uninterrupted supply to farmers; and
(c) whether the Ministry is examining any further reforms to the NBS
framework to improve subsidy efficiency and nutrient accessibility and if
so, the broad contours of such reforms?

(a): The details of the latest Nutrient Based Subsidy (NBS) rates approved for
phosphatic and potassic fertilizers for the current Rabi season (01.10.2025 to
31.03.2026) are as under:

Further, the Government has approved ₹ 37,952.29 Cr. fertilizer subsidy on P&K
fertilizers for Rabi 2025-26 season.-2-
(b): The availability of fertilizers viz. Urea, DAP, MOP and NPK has remained adequate
in the country, including the State of Uttar Pradesh, during the ongoing Rabi 2025-26
(From 01.10.2025 to 18.03.2026) season. The information regarding requirement,
availability and sales of these fertilizers during the said period is placed at Annexure.
Further, to ensure timely and adequate supply of fertilizers in the country, before
the commencement of each cropping season, Department of Agriculture and Farmers
Welfare (DA&FW), in consultation with all the State Governments, assesses the state-
wise & month-wise requirement of fertilizers. On the basis of requirement projected,
Department of Fertilizers allocates sufficient/ adequate quantities of fertilizers to States
by issuing monthly supply plan and continuously monitors the availability. The
movement of all major subsidized fertilizers is monitored throughout the country by an
on-line web-based monitoring system called integrated Fertilizer Monitoring System
(iFMS). Regular Weekly Video Conference is conducted jointly by DA&FW and D/o
Fertilizers with State Agriculture Officials and corrective actions are taken to dispatch
fertilizers as indicated by the State Governments.
(c): In case of Phosphatic and Potassic (P&K) fertilizers, Government has
implemented Nutrient Based Subsidy (NBS) Policy w.e.f. 01.04.2010. Under the policy,
a fixed amount of subsidy, decided on annual/bi-annual basis, is provided to
manufacturer / importer on subsidized P&K fertilizers depending on their nutrient
content i.e. Nitrogen (N), Phosphorus (P), Potassium (K) and Sulphur (S). Further, in
order to improve subsidy efficiency and nutrient accessibility, the number of P&K
fertilizers covered under NBS policy has been increased from 22 grades in 2021 to 28
grades at present. The new grades are included under subsidy regime based on
assessment of its requirement and efficiency by ICAR (Indian Council for Agricultural
Research). Also, the Government provides an additional subsidy of Rs. 500/MT and
Rs. 300/MT for fortification of any notified P&K fertilizers with Zinc micro-nutrient &
Boron micro-nutrient respectively to promote balanced nutrient use, address soil
deficiencies and improve productivity. Further, Government has introduced Direct
Benefit Transfer (DBT) and point-of-sale tracking to ensure subsidies are released only
after actual sale to farmers, thereby improving transparency.
