SANJNA JATAV: Will the Minister of Agriculture and Farmers Welfare कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) whether the Government has conducted any independent or institutional evaluation to assess the impact of the Pradhan Mantri Kisan Samman Nidhi Scheme on farmers' income, agricultural investment, productivity and cost of cultivation particularly in Bharatpur Parliamentary Constituency during the last three years; (b) if so, the major findings thereof; (c) the details of the farmers benefited, beneficiaries declared ineligible, Aadhaar and land records verification and cases pending particularly in the said Constituency under the Scheme, State-wise; (d) whether the Government has conducted any analysis particularly with regard to the actual role of the Scheme in enhancing the income and agricultural investment of small and marginal farmers; (e) if so, the major findings thereof; (f) whether the Government proposes to take measures such as regular updation of land records, eligibility verification, artificial intelligence-based risk analysis, time- bound grievance redressal and periodic re-verification of beneficiaries to make the Scheme more effective and better targeted; and (g) if so, the details thereof? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI RAMNATH THAKUR) (a) to (e): An independent impact evaluation study of the PM-KISAN Scheme has been conducted by the Development Monitoring and Evaluation Office (DMEO) of NITI Aayog in the country, including in Rajasthan. The study suggested that the scheme is successfully fulfilling its primary function of providing direct financial assistance to farmers holding agricultural land, thereby enhancing their economic stability and agricultural productivity. The study also shows that over 92 percent of beneficiary farmers utilized the financial assistance for essential agricultural inputs such as seeds, fertilizers, and pesticides, which are particularly important in the face of rising input costs and weather-related uncertainties. It further found that around 85 percent of beneficiaries reported an increase in agricultural income.The evaluation also observed that PM-KISAN has contributed to reducing the financial distress of farmers, lowering their dependence on informal credit, and improving their socio-economic well-being. The study further found that beneficiaries who utilised the assistance primarily for agricultural purposes reported significantly higher agricultural incomes, particularly among small and marginal farmers, highlighting the Scheme's role in strengthening agricultural productivity, enhancing financial resilience, and supporting sustainable rural livelihoods. Under the PM-KISAN Scheme, the funds are released through DBT directly into the Aadhaar seeded bank accounts of the beneficiaries. The States/UTs verify and approve the beneficiaries after validating their data. The validation and checks of land seeding, Aadhaar linking with bank accounts and eKYC of the applicants have been made mandatory over the period to make the service delivery more efficient and transparent. The fulfilment of mandatory requirements by farmers and their validations is an essential condition to qualify as beneficiary and receive the benefits under the scheme. (f) & (g): Linking of land records of beneficiaries, eligibility verification, time-bound grievance redressal, and periodic re-verification of beneficiaries through eKYC is a routine process under PM-KISAN Scheme. These are assessed, reviewed, and monitored regularly through the State review meetings. Further, the Government of India undertakes saturation drives in coordination with the States/UTs. A major nationwide saturation drive was undertaken from 15th November 2023 under the Viksit Bharat Sankalp Yatra (VBSY), during which, more than 1.0 Cr. farmers were included under PM-KISAN. Further, under the Government’s 100 days initiative in 2024, over 25 lakh eligible farmers were added under the PM- KISAN scheme. A special drive was also conducted in September 2024 to clear the pending self-registration cases, which resulted in the addition of over 30 lakh new farmers. A nationwide saturation drive has also been undertaken from 1st June, 2026 under PM-KISAN alongwith the “Khet Bachao Abhiyaan” to expand the coverage of eligible farmers under the scheme which resulted in the addition of about 17 lakh new farmers under PM-KISAN.
