Shri Tariq Anwar: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government has made any assessment of the houses sanctioned, Self Help Groups (SHGs), employment generated and Central assistance released under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G). Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) and the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) from the year 2023-24 till date and if so, the details thereof, State-wise; (b) whether the Ministry has reviewed the effective implementation of these Schemes, livelihood promotion, the quality of assets created and timely implementation, if so, the details thereof; and (c) whether the Government is considering the approval of additional Central assistance or special projects under the aforesaid Schemes to further strengthen rural housing, livelihood promotion and employment generation in Bihar, district-wise particularly in Katihar district, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): The Government undertakes regular assessment and review of progress of implementation of Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) towards ensuring effective achievement of defined objectives. Details of houses sanctioned, Self Help Groups (SHGs) formed, persondays generated Page 1 of 5and Central assistance released under these programmes respectively since 2023-24 is given in Annexure. (b): With a view to ensure effective implementation of the programmes/schemes and achievement of desired objectives, the schemes/programmes are reviewed from time to time and necessary corrective actions are taken based on the findings. In this direction, Ministry of Rural Development has evolved a comprehensive multi- level and multi format system of monitoring and review of the implementation of rural development schemes, through Performance Review Committee Meetings, National Level Monitors (NLMs), Area Officers Schemes, Common Review Mission, Mid-Term Review, Labour Budget meetings, Labour Budget Revision meetings, Programme Review meetings, Concurrent Evaluation and Impact Assessment Studies. Specific reviews of States/UTs are also undertaken from time to time and action is taken on the basis of their findings. Further, end-to-end digital solutions have also been operationalized under the programmes to ensure ease of implementation, better targeting, effective delivery and improved transparency besides enabling concurrent monitoring /assessment of progress and effectiveness by the stakeholders concerned on real time basis. (c): All schemes/programmes are implemented in accordance with defined schematic guidelines across the States/UTs including in Katihar district of Bihar with the active cooperation of respective States/Union Territories. Central assistance under each programme is released to States, based on achieving defined physical milestones in terms of scheme guidelines and utilization of already released funds. The States/UTs in turn release them to the respective districts or implementing agencies for further disbursal. At present, there is no specific proposal under consideration for providing additional Central assistance or special projects for Bihar, other than the assistance/ projects being provided under the guidelines of existing rural development programmes/schemes.
