ASSISTANCE FOR WASTE MANAGEMENT SYSTEM
NO.702 SHRI TRIVENDRA SINGH RAWAT:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government is providing any financial assistance, grant
or incentive to Gram Panchayats, Resident Welfare Associations and
housing societies for promoting segregation of household waste,
scientific disposal and composting;
(b) if so, the details of the said Scheme, the amount of assistance and
the number of institutions benefited thereunder so far;
(c) whether the Government proposes to provide any special
incentives for developing waste management systems at the
community level; and
(d) if so, the details thereof and if not, the reasons therefor?
ANSWER
THE MINISTER OF STATE IN THE
MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)
(a) & (b): Under Swachh Bharat Mission – Urban (SBM-U) 2.0, Central Share
of funds are released to the States/UTs on the basis of receipt of action
plans from States/UTs duly approved by State Level Technical Committee
(SLTC) which are further transmitted to ULBs by the concerned State/UT
Govt. as per their action plan.

Under SBM-Grameen (SBM-G), in each Financial Year, funds are allocated
to States/UTs based on their approved Annual Implementation Plan (AIP),
past performance and budget availability. Funds are not released
component-wise/project-wise to States/UTs.
(c) & (d): Government of India has allocated Rs. 10930.12 Cr for release as
central share to States/UTs under Solid Waste Management of SBM-U 2.0.
Out of which action plans having central share of ₹10566.42 Cr have been
approved.
As per the data reported by the States/UTs on SBM-G Integrated
Management Information System (IMIS), 5,36,114 villages are reported to
be covered with Solid Waste Management arrangements as on 20.07.2026.
Further, for Plastic Waste Management (PWM), a provision of up to 16 lakh
per Block has been made for the construction of a Plastic Waste
Management Unit (PWMU) in rural areas.
