Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the number of micro food processing units assisted through credit-linked subsidies
under the Prime Minister Formalisation of Micro Food Processing Enterprises
(PMFME) Scheme as on December 2025 including details of rural/tribal districts
of Odisha;
(b) the seed capital released to the members of self-help groups under the scheme and
the number of beneficiaries who have been imparted training, the details thereof;
and
(c) the measures being taken to strengthen 'One District One Product' clusters and
market linkages for micro-enterprises including Jharkhand?

(a): Under the Pradhan Mantri Formalisation of Micro food processing Enterprises (PMFME)
Scheme, loans for 1,72,707 micro food processing enterprises have been sanctioned under credit
linked subsidy component out of which 3075 loans have been sanctioned in the State of Odisha
including its rural/ tribal districts. The district-wise details of micro food processing enterprises
supported through credit linked subsidy for the State of Odisha is at Annexure I.
(b): Under the Seed Capital component of PMFME scheme, 3,76,326 Self Help Group
members have been sanctioned with seed capital support for an amount of Rs. 1282.98 crore and1,36,723 beneficiaries have been trained under the Capacity Building component as on 31st
December 2025.
(c): The Scheme adopts One District One Product (ODOP) approach to reap the benefit of scale
in terms of procurement of inputs, availing common services and marketing of products. For the
State of Jharkhand, ODOP has been approved for all 24 districts. The details of financial assistance
eligible for micro food processing enterprises including One District One Product (ODOP) under
PMFME Scheme are at Annexure II. In addition to this, support for Incubation Centre is provided
to micro-entrepreneurs, Self Help Groups and Farmer Producer Organisations with access to food
processing infrastructure. Each Incubation centre has atleast one processing line for ODOP and 3–
5 processing lines for allied products and operates on a custom hiring basis.
The scheme provides grant-in-aid through its Branding and Marketing component to
support groups with limited market access to boost the visibility and sales of their products. This
is achieved through strategic tie-ups with regional and national retail chains. For this,
Memorandum of Understanding (MoU) with Government e-Marketplace (GeM) portal has been
signed on 14th November, 2024 to facilitate marketing of products manufactured by the units
supported under PMFME Scheme. For the State of Jharkhand, 3 proposals of branding &
marketing have been approved till 31st December 2025.

“ASSISTANCE TO MICRO FOOD PROCESSING UNITS”
The details of financial assistance offered to the micro food processing enterprises under Pradhan
Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme are as under:
(i). Support to Individual / Group Category Micro Enterprises: Credit-linked capital subsidy
@35% of the eligible project cost, maximum ceiling Rs.10 lakh per unit;
(ii). Support to SHGs for seed capital: Seed capital @ Rs. 40,000/- per member of SHG engaged
in food processing for working capital and purchase of small tools subject to maximum of Rs.
4 lakh per SHG Federation.
(iii). Support for Common Infrastructure: Credit linked capital subsidy @35% of the eligible
project cost subject to maximum of Rs. 3 crore to support FPOs, SHGs, Cooperatives and any
Government agency for setting up of common infrastructure. The common infrastructure will
also be available for other units and public to utilize on hiring basis for substantial part of the
capacity.
(iv). Branding and Marketing Support: Grant upto 50% for Branding and Marketing to groups
of FPOs/ SHGs/ Cooperatives or an SPV of micro food processing enterprises.
(v). Capacity Building: The scheme envisages training for Entrepreneurship Development
Skilling (EDP) program modified to meet the requirement of food processing industry and
product specific skilling.
