SUPRIYA SULE Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष और िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) the details of the quantity of major agricultural commodities procured at Minimum Support Price (MSP) during the last two agricultural seasons for Maharashtra along with a comparison to total market arrivals and estimated production, crop and district-wise; (b) whether the Government has assessed the gap between MSP procurement volumes and actual market arrivals in the State, and its impact on price realization, farmer incomes, and incidence of distress sales, particularly among small and marginal farmers; (c) whether limitations relating to procurement centers, timing of operations, quality norms, payment delays, or lack of awareness have constrained effective MSP implementation in Maharashtra; (d) whether any independent evaluation has been conducted on the performance of procurement agencies and infrastructure in the State; and (e) the time-bound corrective measures proposed to ensure assured MSP procurement and income stability for farmers in Maharashtra? ANSWER MINISTER OF AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी (SHRI SHIVRAJ SINGH CHOUHAN) (a) to (e) : A statement is laid on the Table of the House.STATEMENT IN RESPECT OF PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 443 FOR 24TH MARCH 2026 REGARDING ASSURED MSP PROCUREMENT AND INCOME STABILITY FOR FARMERS. (a) & (b) : Government of India announces Minimum Support Prices (MSP) for 22 major agricultural commodities of Fair Average Quality (FAQ) each year in both the Crop seasons on the basis of recommendations of Commission for Agricultural Costs & Prices (CACP), after considering the views of State Governments and Central Ministries/Departments concerned & other relevant factors. In addition, MSP for toria and de-husked coconut is also fixed on the basis of MSPs of rapeseed & mustard and copra respectively. Government also extends remunerative price to farmers through its various schemes. Government extends price support for paddy and wheat through the Food Corporation of India (FCI) and State Agencies which purchase at MSP, the food grains offered by farmers within the stipulated period & conforming to the specifications and limits prescribed. Further, different types of nutri-cereals and maize are procured by State Governments in consultation with FCI to the extent that the concerned State Government may utilise the same for distribution under Targeted Public Distribution System (TPDS) as well as Other Welfare Schemes (OWS). Oilseeds, pulses and copra of Fair Average Quality (FAQ) are procured from registered farmers under Price Support Scheme under Integrated Scheme of Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA), as per its prescribed guidelines at MSP in consultation with the concerned State Government as and when market price of these produce fall below the MSP. Under PM-AASHA, States / UTs are offered to choose either Price Support Scheme (PSS) or Price Deficiency Payment Scheme (PDPS) in a given procurement season with respect to particular oilseeds crop for the entire State. To encourage domestic production & ensure remunerative prices to farmers, procurement of Tur, Urad and Masur from the pre- registered farmers is undertaken as much as offered by them through the Central Nodal Agencies under Mission for Aatmanirbharta in Pulses till 2030-31. Announcement of Minimum Support Price (MSP) by the Government and sanction of procurement at MSP by Central Nodal Agencies (CNAs), impacts markets positively improving market price, even at or above MSP. Farmers participating in procurement as well as those selling in the open market benefit from the MSP announcement. Farmers decide the quantity of produce for sale at MSP based on their marketable surplus. Further, they are free to sell their produce anywhere if they get better price than the MSP. The district-wise procurement details of pulses and oilseeds, paddy, coarse grain and cotton at MSP in Maharashtra during 2024-25 and 2025-26 are given at Annexure-I, II & III respectively. The district-wise production in Maharashtra during 2024 and 2025 is given at Annexure IV. (c): For ensuring remunerative price to the farmers including small and marginal farmers and prevent them from resorting to distress sale, procurement centres are opened by respective State Government Agencies and CNAs, taking into account the production, marketable surplus, convenience of farmers and availability of other logistics/infrastructure such as storage andtransportation etc. Large number of temporary purchase centres, in addition to the existing Mandis and depots/godowns are also established at key points for the convenience of the farmers. Wide publicity is done by State Government, Central Nodal Agencies and State Agencies for providing information on FAQ quality parameters, procurement dates, procurement centers so that farmers may bring their produce and sell in the Procurement Centers. All the payments of MSP are made directly to the registered farmers’ bank accounts through Direct Benefit Transfer (DBT). (d): The evaluation of PSS has been done by Development Monitoring and Evaluation Office (DMEO), NITI Aayog in 2023-24 across the country. As per the evaluation reports, farmers expressed satisfaction with MSP benefits and receiving remunerative price. (e): Based on the proposal received from Government of Maharashtra, approval was given for procurement of 3,37,000 MT of Toor, 3,25,680 MT of Urad, 33,000 MT of moong, 18,50,700 MT of Soyabean at MSP under PM-AASHA during Kharif 2025-26 season. Similarly, approval has been given for procurement of 7,61,250 MT of Gram at MSP under PM-AASHA during Rabi Marketing Season 2026 in Maharashtra. Further, Government continuously make efforts to enhance outreach of MSP operations by simplifying registration processes, expanding procurement centres and the facilities availabilities in procurement centres, strengthening digital platforms and ensuring timely payment to farmers.Annexure -
