SHRI RAM SHIROMANI VERMA: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) whether the Government is aware that farmers in several districts of Uttar Pradesh, particularly in the aspirational districts of Shravasti and Balrampur, which are also flood-prone areas, are facing a persistent shortage of DAP, urea and other fertilisers in a timely manner, if so, the details thereof, (b) whether effective implementation of the availability of agricultural inputs, irrigation facilities and crop insurance is being ensured in these districts for marginal, landless, and Scheduled Caste/Scheduled Tribe farmers; and (c) whether the Government proposes to implement any special agricultural package, alternative crop planning or water conservation programmes to enhance farmers income in these flood-prone and rainfall-dependent regions? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI RAMNATH THAKUR) (a): In order to ensure the adequate availability of good quality of fertilizers to the farmers, Government of India assesses the requirement of major fertilizers, namely urea, Diammonium Phosphate (DAP), Muriate of Potash (MOP), Complexes and Single Super Phosphate (SSP) fertilizers, before each cropping season (viz. Rabi and Kharif). This assessment is made through “Zonal Conferences for Agricultural Inputs” organised by the Department of Agriculture and Farmers Welfare (DA&FW). The requirement of fertilizers assessed by DA&FW is intimated to the Department of Fertilizers to ensure seamless availability of fertilizers during the cropping seasons. Further, the availability of fertilizer is monitored on weekly basis with State Governments. The Government of Uttar Pradesh has informed that sufficient amount of fertilizer is available in Shravasti and Balrampur districts of the state. The relevant details regarding availability of fertilizer in Shravasti and Balrampur as for the period 01.04.2025 to 31.01.2026 are as follow:-Sharvasti- (Qty. in MT) S. Under the scheme, 10 crops of the Kharif season, namely Paddy, Maize, Jowar, Bajra, Urad, Moong, Groundnut, Sesame, Arhar and Soybean, and 08 crops of the Rabi season, namely Wheat, Barley, Gram, Pea, Lentil, Rapeseed–Mustard, Linseed and Potato, have been notified at the Gram Panchayat level for coverage under PMFBY. Further, the Restructured Weather Based Crop Insurance Scheme (RWBCIS) is implemented at the Development Block level in 60 selected districts of the State, identified as crop-specific areas. Both schemes have been implemented on a voluntary basis for all indebted and non- indebted farmers in the state. The scheme is available to all types of farmers, including small, marginal, medium, semi-medium, and large, as well as to all classes, including general, other backward classes, Scheduled Castes, Scheduled Tribes, and landless individuals who rent or sharecrop land. Rabi Balrampur 8,509 2025-26 NA Shravasti 22,599 Uttar Pradesh 18,78,635The Government is implementing the Centrally Sponsored Scheme (CSS) of Per Drop More Crop (PDMC) in the Country including Uttar Pradesh from the year 2015-16. During 2015-16 to 2021-22, PDMC implemented as a component of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). From the year 2022-23, the scheme is being implemented under the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY). The Micro Irrigation helps in water saving as well as reduced fertilizer usage through fertigation, labour expenses, other input costs and overall income enhancement of farmers. The Government provides financial assistance @ 55% for small and marginal farmers and @ 45% for other farmers for installation of Drip and Sprinkler systems under the PDMC. Besides State Government also provide Top- up subsidy to farmers from their State Budget. The Assistance for installation of Micro Irrigation systems is limited to 5 hectares per beneficiary.
