SHRI SATPAL BRAHAMCHARI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government is aware that additional efforts are required to ensure the availability of safe and clean drinking water to all citizens in urban and semi-urban areas of Sonipat Lok Sabha Constituency in Haryana; (b) if so, the steps taken by the Union Government in coordination with the State Government for this purpose along with the current status thereof; (c) the extent of implementation of the Affordable Rental Housing Complexes (ARHCs) scheme under Pradhan Mantri Awas Yojana— Urban (PMAY-U) in Sonipat Lok Sabha Constituency; and (d) the number of beneficiaries and the details of proposed projects under the said scheme? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) & (b): Water is a State subject. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States through various Mission/ Schemes such as Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and AMRUT 2.0 for improvement/ augmentation of water supply infrastructure in urban areas. To ensure safe drinking water supply to the urban households, AMRUT/AMRUT 2.0 supports, rehabilitation and upgradation of water supply network and creation/augmentation of Water Treatment Plants (WTPs). Under AMRUT/ AMRUT 2.0, States/ Union Territories are empowered to select, appraise, prioritise and implement the projects as per their local needs and requirements, within the broad framework of Mission guidelines. …2/--2- Under AMRUT, the State of Haryana has taken up 03 water supply projects worth ₹76.33 crore in Sonipat city under Sonipat Lok Sabha Constituency, which have been completed. Through these projects, 15 Million Litres per Day (MLD) of water treatment capacity has been developed and 12,118 water tap connection provided through AMRUT and in convergence. Under AMRUT 2.0, the State Water Action Plans (SWAPs) of Haryana comprising of 05 water supply projects worth ₹524.24 crore have been approved in Ganaur, Gohana, Jind, Julana and Kharkhoda Urban Local Bodies (ULBs) under Sonipat Lok Sabha Constituency, covering 69.5 MLD of water treatment capacity, laying of 490.6 km of new/ replacement of water pipelines, 81,194 new/ service water tap connection. (c) & (d): Ministry of Housing and Urban Affairs (MoHUA) launched Affordable Rental Housing Complexes (ARHCs) as a sub-scheme of Pradhan Mantri Awas Yojana - Urban (PMAY-U) in July 2020 to address the housing need faced by migrant workers, urban poor and informal sector labourers from Economically Weaker Section (EWS)/Low Income Group (LIG) category across the country including Haryana. This scheme has been implemented through two models. Under Model-1, a total of 5,783 Government funded vacant houses have been converted into ARHCs, so far in the States of Gujarat, Rajasthan and Uttarakhand, and Union Territories (UTs) of Chandigarh and Jammu & Kashmir. Additionally, proposals for converting 7,413 existing Government funded vacant houses into ARHC units, including 2,545 existing Government funded vacant houses in Faridabad, Haryana have been processed. Further, based on the proposals submitted by States/UTs under Model-2, MoHUA has approved proposals for construction of 83,298 new ARHC units in several States. Out of this, 40,630 ARHC units have been completed. However, no proposal under Model-2 of ARHCs has been received from Government of Haryana including Sonipat Lok Sabha Constituency. *****
