Availability of Fertilizers in Punjab
5604. Dr. Amar Singh:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has made any assessment regarding fertilizer
availability, distribution efficiency and timely delivery during peak sowing seasons, if
so, the details thereof, district-wise particularly in Fatehgarh Sahib including Sirhind
and Khamano blocks;
(b) the details of Government monitoring of urea, DAP and complex fertilizer supply
including allocation and stock position for Punjab, district-wise;
(c) whether the Government has examined issues of black marketing and uneven
distribution; and
(d) if so, the measures taken/proposed to be taken by the Government for
strengthening point-of-sale tracking, inspections and farmer facilitation?

(a) & (b) The following Steps are taken by the Government every season for
ensuring timely and adequate supply of fertilizers across the States including the State
of Punjab:
i. Before the commencement of each cropping season, Department of Agriculture and
Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses
the State-wise & month-wise requirement of fertilizers.
ii. On the basis of requirement projected by DA&FW, D/o Fertilizers allocates adequate
quantities of fertilizers to States by issuing monthly supply plan and continuously
monitors the availability.
iii. The movement of all major subsidized fertilizers is monitored throughout the country
by an on-line web based monitoring system called integrated Fertilizer Management
System (iFMS).
iv. Regular Weekly Video Conference is conducted jointly by DA&FW and D/o
Fertilizers with State Agriculture Officials and corrective actions are taken to dispatch
fertilizers as indicated by the State Governments.
v. The distribution of fertilizers within the State is done by the respective State
Government.In view of the above, the availability of fertilizers i.e. Urea, DAP, MOP and NPKS has
remained adequate in the State of Punjab during the ongoing Rabi 2025-26 season.
The information regarding requirement, availability and sales of these fertilizers in the
State during the period 01.10.2025 to 22.03.2026 is as under:

Further, the State Government of Punjab has informed that it regularly assesses
fertilizer availability across all districts to ensure efficient distribution and timely
delivery during peak sowing seasons. According to the State Government's (iFMS)
portal ID, the projected requirement for the Fatehgarh Sahib district for the 2025-26
period is 77,000 MT of Urea and 23,000 MT of DAP. As on 24.03.2026, 79,005 MT of
Urea and 20,500 MT of DAP has been made available in the district.
Further, as informed by the State, the current district-wise stock positions for the State
are detailed in Annexure-I.
(c) & (d) In order to address the issues of black-marketing, fertilizers are declared
as an essential commodity under the Essential Commodities Act, 1955 and notified
under Fertilizer Control Order, 1985. State Governments are empowered to take action
against persons involved in such malpractices, as per provisions of EC Act. Any
complaints received at Department of Fertilizers level regarding this malpractice is sent
to concerned State Government to take appropriate action under Essential
Commodities Act, 1955 and Fertilizer Control Order, 1985. Accordingly, the details
regarding enforcement measures taken by the States, as informed by them, from
01.04.2025 to 06.03.2026, to curb such malpractices is placed at Annexure-II.
Further, following initiatives have been undertaken by D/o Fertilizers across the States
for strengthening point-of sale tracking;
(i) Availability of top urea buyers report to States at District level for examination
and subsequent action as per FCO 1985.
(ii) Availability of report for sales occurred beyond official hours.
(iii) Pan India upgradation of POS Devices to L1 fingerprint scanner POS to restrict
fake transactions.
(iv) Implementation and monitoring of Geo Tagging of L1 POS devices for sales
transaction.
