GOVERNMENT OF INDIA MINISTRY OF CHEMICALS AND FERTILIZERS DEPARTMENT OF FERTILIZERS LOK SABHA UNSTARRED QUESTION NO. 963 TO BE ANSWERED ON: 24.07.2026 Availability of Fertilizers in Telangana 963. Shri Arvind Dharmapuri: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the quantity of Urea, DAP, MOP and complex fertilizers supplied to Telangana during the last ten years, district-wise and year-wise; (b) the number of fertilizer retail outlets equipped with PoS devices under the fertilizer Direct Benefit Transfer (DBT) system in Telangana; (c) whether the Government has received reports of shortage, delay, diversion or black- marketing of fertilizers in Telangana, particularly during peak agricultural seasons, if so, the details thereof; and (d) the steps taken to ensure timely supply of Bharat brand fertilizers to farmers in the said State including Nizamabad, Jagtial and other major agricultural districts, district- wise? ANSWER THE MINISTER IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SH. JAGAT PRAKASH NADDA) (a) The quantity of Urea, DAP, MOP and Complex fertilizers supplied to Telangana during the last ten years, year-wise and district-wise, is given at Annexure. (b) As on 21.07.2026, there are total 11529 retailers outlet equipped with PoS devices for sale of subsidized fertilizers under the fertilizer Direct Benefit Transfer (DBT) system in Telangana. (c) The availability of fertilizers has remained adequate in the State of Telangana during the ongoing Kharif 2026 season.-2- Further, in order to address the issues such as black-marketing and diversion, fertilizers are declared as an essential commodity under the Essential Commodities (EC) Act, 1955 and notified under Fertilizer Control Order, 1985. State Governments are empowered to take action against persons involved in said malpractices, as per provisions of EC Act. Accordingly, as per the information received from Department of Agriculture and Farmers Welfare (DA&FW), during the period from April to July 2026 (as on 17.07.2026), in cases related to the black-marketing of fertilizers in the State of Telangana, 28 show-cause notices were issued, 9 licences were cancelled/suspended, and 3 FIRs were registered. In cases related to the diversion of fertilizers, 3 show-cause notices were issued, 2 licences were cancelled/suspended, and 1 FIR was registered. (d) As per the information received from the State Government of Telangana, the following steps have been taken by the State Government to ensure the timely supply of Bharat brand fertilizers to farmers across the State, including Nizamabad, Jagtial and other major agricultural districts: I. Fertilizers are allocated by the Department of Fertilizers to the State based on seasonal demand assessed by the State Government. II. Regular review meetings are held with fertilizer companies, Railways and other stakeholders to monitor production, availability and movement of fertilizers. III. Daily monitoring of fertilizer stocks, dispatches and sales is carried out through the by the State Government. IV. Bharat brand fertilizers are supplied through fertilizer companies and made available through the existing retail distribution network based on demand and availability. V. Additional supplies are arranged, wherever required, to meet any localized increase in demand, including in major agricultural districts such as Nizamabad, Jagtial and other districts of Telangana. *******Annexure District-wise supplies of Urea, DAP, MOP and Complex Fertilizers in Telangana during 2016–17 (Quantity in Metric Tonnes).
