Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether a short fall in the availability of various fertilizers like urea, DAP, NPK
and Potash is observed from time to time in the Sonepat Lok Sabha Constituency in
Haryana, if so, the details thereof;
(b) whether the Government has made any recent district-wise assessment of the
actual availability of fertilizers, the demand-supply gap and the efficiency of the
distribution network on the State of Haryana, districts-wise, if so, the details thereof;
(c) whether any specific instructions have been issued for the supply of rail rakes,
increasing warehousing capacity and timely distribution to retailers to ensure timely
availability of fertilizers to farmers; and
(d) if so, the details of the current stock levels and the availability status for the
upcoming season along with the steps taken to ensure adequate supply of fertilizers
in the said Constituency?

STATEMENT REFERRED TO LOK SABHA STARRED QUESTION NO. 95* FOR
05.12.2025 REGARDING “AVAILABILITY OF FERTILIZERS” TABLED BY SHRI
SATPAL BRAHAMCHARI.
(a) The mandate of Department of Fertilizers is to ensure adequate availability of
fertilizers at State level. The distribution of fertilizers within the State at district level
is done by the concerned State governments. Accordingly, State government of
Haryana has informed that no report regarding shortfall in the availability of Urea,
DAP, MOP and NPKS has been reported from Sonipat Lok Sabha Constituency
during the current and previous cropping seasons.
(b) State Agriculture Department has conducted district-wise assessments of
fertilizer availability across Haryana. To cover demand-supply gaps and improve
distribution efficiency, the iFMS portal has been fully integrated with the MFMB
system i.e. Meri Fasal Mera Byora. Besides, regular coordination meetings are also
held between the State Agriculture Department and fertilizer companies, Haryana
State Cooperative Supply & Marketing Federation Ltd. (HAFED), Primary Agriculture
Cooperative Societies (PACS), and district authorities to ensure smooth stock
movement and timely availability of fertilizers to farmers.
(c) & (d) Following steps are taken by the Government every season for ensuring
timely and adequate availability of fertilizers in the country, including the State of
Haryana:
(i) Before the commencement of each cropping season, Department of
Agriculture and Farmers Welfare (DA&FW), in consultation with all the State
Governments, assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
(iii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Monitoring System (iFMS).
(iv) The State Governments are regularly advised to coordinate with
manufacturers and importers for streamlining the supplies through timely placement
of indents.-3-
(v) Regular coordination meetings are held with Ministry of Railways for giving
sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States.
However, warehousing is done by fertilizer companies and State governments.
Further, the information regarding requirement, availability, sales and closing stock of
fertilizers viz. Urea, DAP, MOP and NPKS in Haryana during the ongoing Rabi 2025-
26 season (as on 02.12.2025) is shown in the table given below:

The current stock position of fertilizers in Sonipat district of Haryana includes 17,506
Metric Tons of Urea, 8,167 Metric Tons of DAP, 2,131 Metric Tons of MOP and 1,526
Metric Tons of NPKS.
