SHRI TARIQ ANWAR. Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) whether the Government has conducted any assessment of the current availability and distribution status of urea fertilizers in the country particularly in the State of Bihar that is affected by power crisis, if so, the details thereof; and (b) the details of concrete steps taken by the Government for quality control in the context of media reports regarding the quality of "Neem-Coated Urea" and its misuse as an illegal diverted fertilizer? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL) (a) & (b) In order to ensure the adequate availability of fertilizers to the farmers, before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the State-wise & month-wise requirement of fertilizers. On the basis of requirement projected by DA&FW, D/o Fertilizers allocates adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability. Accordingly, the availability of Urea has remained adequate across the country, including the State of Bihar during the ongoing Rabi 2025-26 season. The information regarding the requirement, availability, sales and closing stock of Urea in the country and in the State of Bihar during the said season is as under:-2- ALL INDIA UREA POSITION FOR RABI 2025-26 (TILL 09/03/26) FIG. From From Stock as on Product for RABI 2025- From No. 01/10/25 to 01/10/25 to 09/03/26 26 01/10/25 to 09/03/26 09/03/26 09/03/26 1 UREA 13.50 12.83 15.93 13.55 2.38 Further, for ensuring adequate availability of good quality fertilizers to the farmers, Fertilizer Control Order (FCO)-1985 has laid down fertilizer-wise detailed specifications. Any fertilizer, not meeting the said specifications, cannot be sold in the country for agricultural purpose. Clause 19 of FCO strictly prohibits the sale or manufacture of fertilizers which are not of prescribed standards. Any sale of substandard/fake/adulterated fertilizers is punishable under Essential Commodities Act, 1955. The State Governments are the enforcement agencies and are adequately empowered to enforce the provisions of FCO. Furthermore, DA&FW in consultation with the State Government is regularly monitoring the enforcement action taken by State Governments against the cases of Black marketing, Hoarding, Sub-standard and Diversion on weekly basis. In the country, Since April 2025, 4,60,840 raids have been conducted with 16,160 show cause notices issued, 6,782 licenses suspended/cancelled and 817 FIRs registered against defaulters. With regard to diversion cases, 3,467 show cause notices have been issued, 479 licenses have been suspended/cancelled, and 122 FIRs have been registered against the offenders. DA&FW regularly pursue with the State Government to strictly implement the enforcement action against the defaulters. *****
