Will the Minister of STEEL be pleased to state:
(a) the average annual growth rate in steel production in the country between 2004 to
2014 and 2014 to 2024;
(b) the total annual steel import in the country during the said period, year-wise;
(c) the average annual growth rate of steel production during the said period;
(d) whether the Government has adopted any policy to reduce steel imports to zero or
make the country self-reliant;
(e) the major products manufactured by Steel Authority of India Limited (SAIL) and the
most popular or in-demand product thereof;
(f) the policies or guidelines adopted by the Government so far regarding the taxonomy
of green steel; and
(g) the amount of refined or modified scrap generated during steel production and the
policy or plan being implemented by the Government to increase it?

(a)to(c): The Crude Steel production in the country registered growth from 43.44 MT
in 2004-05 to 88.98 MT in 2014-15 and 152.18 MT in 2024-25. The Finished Steel
import in the country in the year 2004-05 was 2.29 MT, in the year 2014-15 was 9.32
MT and in the year 2024-25 was 9.55 MT.
(d) Steel is a de-regulated sector and the Government acts as a facilitator by
creating a conducive policy environment for the development of the steel sector.
Decisions such as investment, capacity addition, import and export etc. are based on
techno-commercial analysis of companies. The Government has launched the
Production Linked Incentive (PLI) Scheme for Specialty Steel to promote the
manufacturing of value-added steel within the country and reduce imports by attracting
capital investments.
(e) Steel Authority of India Limited(SAIL) manufactures Hot Rolled Coils &
Plates/Sheets, Cold Rolled Coils & Sheets, Galvanized Sheets, TMT Bars & Coils,
Structurals, Pipes, Wheels & Axles and Rails. SAIL is the market leader in Rails,

(g) During financial year 2023-24, around 6 million tonnes of scrap was generated
during steel production. To promote steel scrap recycling, Ministry of Steel’s Steel
Scrap Recycling Policy, 2019, provides a coordination framework and promote
recycling of ferrous scrap generated from various sources.
