be pleased to state:-
(a) whether it is a fact that lack of preparedness among airline operators in complying
with guidelines issued by the Directorate General of Civil Aviation (DGCA) from time
to time poses potential risks to aviation safety in the country and if so, the details thereof;
(b) whether it is also a fact that the DGCA has warned all airlines in this regard and if so,
the details thereof; and
(c) whether the DGCA periodically issues operating regulations to ensure flight safety,
operational efficiency and overall aviation safety through Civil Aviation Requirements
(CARs), Aeronautical Information Circulars (AICs) and other notifications and that
compliance of these regulations by operators is mandatory and if so, the details thereof?

REGARDING "AVIATION SAFETY RISKS" BY SHRI V K SREEKANDAN
(a) to (c): Directorate General of Civil Aviation (DGCA) formulates and updates
regulations in consultation with stakeholders on a regular basis, and their implementation
is monitored through continuous oversight mechanisms. In cases of non-compliance,
DGCA takes appropriate safety enforcement actions commensurate with the level of
violation, including issuance of warning letters, imposition of penalties, and other
regulatory measures, in accordance with the provisions of the Enforcement Policy and
Procedure Manual.
DGCA has been regularly engaging with airline operators through multiple meetings and
consultations with stakeholders to ensure awareness and compliance with regulatory
requirements.
DGCA periodically issues operating regulations to ensure flight safety, operational
efficiency and overall aviation safety through Civil Aviation Requirements (CARs),
Aeronautical Information Circulars (AICS) and other notifications and that compliance
with these regulations by operators is mandatory.
