AWARENESS PROGRAMMES UNDER DISHA SCHEME
*188. SHRI RAO RAJENDRA SINGH:
Will the Minister of LAW AND JUSTICE be pleased to state:
(a) the details of the reach of legal services at the village level under the DISHA Scheme in the
country including the number of villages and beneficiaries covered thereunder, State/UT-wise;
(b) the details of Legal Literacy and Legal Awareness Programmes conducted under the DISHA
Scheme and the number of persons benefited therefrom, State/UT-wise; and
(c) the details of the Tele-Law programme, including the number of subscribers, beneficiaries, and
legal consultations provided through the Tele-Law App during the last three years?

“AWARENESS PROGRAMMES UNDER DISHA SCHEME”.
(a) to (c): The Designing Innovative Solutions for Holistic Access to Justice (DISHA) Scheme
has been continued as DISHA 2.0 as a Central Sector Scheme for the period of 2026-31 for
pan India implementation in 36 States/UTs. DISHA 2.0 aims at leveraging technology to
develop and enhance the outreach of citizen friendly solution platforms for legal services. It
includes four components viz. Tele-Law: Reaching the Unreached (free pre-litigation advice
to all); Nyaya Bandhu (Pro Bono legal Services) Programme; Legal Literacy and Legal
Awareness Programme and VIDHI (Vision for Integrated Delivery of Harmonized Legal
Initiatives)-Sanjeevani.
The Tele-Law Programme is being implemented through CSC-SPV (CSC e-
Governance Services India Ltd.). It connects people with panel lawyers through mobile-app
and Toll-Free No. 14454 for rendering free pre-litigation legal advice via use of video/tele
conferencing facilities available at Common Service Centres (CSCs)/Village Level
Entrepreneurs (VLEs) at the panchayat level, across the country. As on 30.06.2026, more than
1.13 crore free pre-litigation legal advice has been rendered to beneficiaries under the Tele-
Law Programme, including through Tele-Law Mobile Application. State/UT-wise details of
beneficiaries covered under the Tele-Law Programme are at Annexure I.
The Tele-Law Mobile Application is available for download on both the Google Play
Store and the Apple App Store. As on 30.06.2026, the total number of Tele-Law Mobile App
downloads is more than 2.75 lakh, 34,415 calls have been registered through this app and
33,334 pre-litigation legal advice were provided during last three years.
Under Nyaya Bandhu (Pro-Bono Legal Services) Programme, advocates voluntarily
provide legal assistance to marginalized and disadvantaged sections of society covered under
Section 12 of the Legal Services Authorities (LSA) Act, 1987. As on 30.06.2026, 10,835
advocates have been registered under the Nyaya Bandhu Programme and 5,559 cases have
been registered by beneficiaries across the country. State/ UT wise details of cases registered
under the Nyaya Bandhu Programme are at Annexure II.
The Legal Literacy and Legal Awareness Programme (LLLAP) under DISHA
Scheme, envisages engaging with institutions and building partnerships across stakeholder
Ministries/Departments/Organizations, to build capacity of the grassroot workers, legally
empower them and spread legal awareness through workshops, webinars, Information,
2Education and Communication (IEC) materials and collaboration with Prasar Bharati for
production and telecast/broadcast of DISHA awareness programmes on Doordarshan and
Akashvani. 28 thematic National Webinars have also been organized covering key socio-legal
issues. As on 30.06.2026, the programme has cumulative outreach of more than 2.32 crore
persons across the country. State/UT-wise data of persons outreached is not maintained.
