2231. Shri Pradeep Purohit:
Will the Minister of AYUSH be pleased to state:
(a) whether the Government is aware of the underutilization of funds and infrastructure meant
for AYUSH systems in Odisha during the last five years, particularly in Ayurveda and
Panchakarma facilities and if so, the details thereof along with the steps taken to address this
issue;
(b) the total funds allocated, released and utilized by the Government of Odisha under AYUSH-
related schemes during the last five years, year-wise, project-wise and the reasons for low
utilization, if any;
(c) whether the Government proposes to set up a State-level AYUSH Development Committee
in Odisha, as suggested by the Odisha State Ayurvedic to improve coordination, monitoring
and implementation of AYUSH schemes; and
(d) the specific measures being taken by the Government to promote traditional treatment
systems including Panchakarma, Yoga and medicinal plant-based therapy in Odisha and to
prevent patients from seeking such treatments outside the state?
ANSWER

(a) Public Health being a State subject, the primary responsibility of utilization of funds and
infrastructure meant for AYUSH systems in Odisha during the last five years lies with the
respective State Government. However, under Centrally Sponsored Scheme of National Ayush
Mission (NAM), Ministry of Ayush is supporting the efforts of State Government of Odisha by
providing financial assistance to them under different activities as per the proposals received
through State Annual Action Plans (SAAPs) within the existing provisions of NAM Guidelines.
As per the proposals received from State Government of Odisha through SAAPs, Rs. 4161.23
lakhs have been released to the State Government during last five years. Out of which, as
reported by the State Government, they have utilized Rs. 2515.669 lakhs. Further, Ministry of
AYUSH is conducting review meetings and field visit time to time to monitor the progress of
effective implementation of the activities and utilization of funds.(b) The Year-wise status of total funds allocated/released and utilized by the Government of
Odisha under NAM during the last five years is furnished at Annexure.
(c) Under NAM, State Ayush Society has been formed at State level in the Odisha. Further a
dedicated State Programme Management unit has also been established for effective
coordination, monitoring and smooth implementation of NAM scheme.
(d) The State Government of Odisha in coordination with the Ministry of Ayush has taken
proactive steps to promote traditional treatment systems in Odisha, particularly Panchakarma,
Yoga and medicinal plant-based therapies to encourage patients to seek these treatments within
the state rather than elsewhere. To support this initiative, the Government of Odisha promoting
through the following facilities:
i) Three Ayurvedic Hospitals attached to Medical Colleges located at Puri, Balangir, and
Ankushpur (Ganjam district) where regular Yoga sessions are being conducted.
ii) Two Standalone Ayurvedic Hospitals Bhubaneswar and Paikamal.
iii) 690 number of Government Ayurvedic Dispensaries out of which 220 have been upgraded as
Ayushman Arogya Mandir (AYUSH) where regular Yoga sessions are being conducted.
iv) The AYUSH wing (Panchakarma) at District Headquarters Hospital (DHH), Kendrapada is
currently functional.
v) Under the State Annual Action Plan (SAAP) 2025-26, the Government of Odisha has
proposed the establishment of 8 Panchakarma units aimed at strengthening traditional healthcare
and to meet the local needs.
