(a) whether the all districts of Maharashtra have beneficiaries under key schemes such
as Pradhan Mantri Kishan Maandhan Yojana (PMKMY) Paramparagat Krishi Vikas
Yojana (PKVY) and the scheme for promoting Farmer Producer Organizations (FPOs),
if so, the details thereof;
(b) whether any there any district or area is left where benefits of such farmer welfare
schemes have not yet reached;
(c) if so, the reasons for uneven coverage across districts and the steps being taken to
ensure equitable access and participation of farmers from all districts; and
(d) the number of farmers enrolled and currently receiving pensions under the PM-Kisan
Maandhan Yojana in the State of Maharashtra, district-wise?

(a) to (c): Pradhan Mantri Kisan Maan Dhan Yojana (PM-KMY) - Pradhan Mantri
Kisan Maan Dhan Yojana (PM-KMY), a central sector scheme, is a voluntary and
contributory pension scheme for the entry age group of 18 to 40 years with a provision
of minimum monthly assured pension of ₹3000/- on attaining the age of 60 years, subject
to exclusion criteria. The Scheme aims to create a social security net for the small and
marginal farmers during their old age. The amount of the monthly contribution ranges
between ₹55 to ₹200 per month depending upon the entry age of the farmers into the
Scheme. Govt. of India also provides matching contribution in the pension account of
the farmers. The Life Insurance Corporation (LIC) of India is the fund manager for the
Scheme.As per the guidelines of the Scheme, the Common Service Centers (CSCs) are
utilized for the enrollments of the farmers under the Scheme and a dedicated portal for
PM-KMY Scheme has been created by the CSC to ensure smooth operations under the
Scheme. The Government conducts drives to enroll farmers under the Scheme from
time to time. In addition, the adequate publicity is given to the Scheme to increase
awareness and encourage greater participation among small and marginal farmers,
including in Maharashtra.
The enrollment under the Scheme is bound by the facts that the PM-KMY
Scheme is a voluntary & contributory pension scheme and applicable only for small &
marginal farmers for the entry age group of 18 to 40 years, which are less in numbers.
Also, there is a similar scheme Pradhan Mantri Shram Yogi Maandhan (PM-SYM) which
is being implemented before the launch of PM-KMY.
Paramparagat Krishi Vikas Yojana (PKVY) - Organic farming is being promoted
through Paramparagat Krishi Vikas Yojana (PKVY) in all the States/UTs inlcuding
Maharashtra except North Eastern States since 2015-16. The scheme stresses on end-
to-end support to farmers engaged in organic farming i.e. from production to processing,
certification and marketing. Primary focus of the schemes is to form organic clusters,
with preference to small and marginal farmers, to create a supply chain. The scheme is
implemented through States /UT Governments. Under PKVY, assistance of Rs. 31,500
per ha is provided over 3 years for promotion of organic farming. Out of this, assistance
of Rs. 15,000 per ha is provided to farmers through Direct Benefit Transfer for on- farm
/off –farm organic inputs.
District wise data of PKVY is not maintained centrally. However, the achievements of
PKVY Scheme in Maharashtra since its inception are as follows (as on 31.10.2025):
(i) Total 66,756 ha area has been covered and 87,350 farmers have been benefitted in
Maharashtra under PKVY Scheme.
(ii) Rs. 157.04 cr has been released to Maharashtra under PKVY scheme since its
inception till 31.10.2025. Out of that, Rs 17.64 cr has been released to Maharashtra
during Financial Year 2025-26 till 31.10.2025 under PKVY Scheme.Farmer Producer Organizations (FPOs) - As per the Scheme guidelines, more than
50% members of the FPOs are small and marginal Farmers. Total 589 FPOs have been
formed under central Sector Scheme of 10,000 FPO Scheme of Government of India in
Maharashtra. Total 3,39,280 farmers are beneficiaries under these FPOs which includes
1,33,449 (39%) women Farmers and 2,71,540 (80%) are small and marginal Farmers
in Maharashtra.
(d): The pension under the PMKMY Scheme starts when the enrolled farmer attains
the age of 60. However, the District-wise details of farmers enrolled under the Scheme
in Maharashtra is attached at Annexure.Annexure
