BENEFICIARIES UNDER DAY-NULM
NO. 6273. SHRI ESWARASAMY K:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the number of beneficiaries covered under Deendayal Antyodaya Yojana-
National Urban Livelihoods Mission (DAY-NULM) during the last five
years, year and State/UT-wise including the members enrolled in Self-
Help Groups (SHGs), individuals trained under skill development
components, urban poor promoted as micro-enterprises and those
provided with shelterless support;
(b) the details of the targets fixed, achievements made and funds
sanctioned, released and utilized in this regard, year and State/UT-wise;
(c) the data on loans facilitated (number and amount, bank linkage versus
interest subsidy) including the number of micro-enterprises established,
survival rate of these enterprises at one and three year marks and the
share of women, SC/ST and other vulnerable groups among beneficiaries,
year and State/UT-wise; and
(d) the steps taken to strengthen market linkages, e-commerce integration,
urban livelihood clusters, and convergence with other Central/State
programmes such as PM SVANidhi, Atmanirbhar Bharat initiatives to
enhance income sustainability for urban poor?

(SHRI TOKHAN SAHU)
(a): The details on the number of beneficiaries covered under Deendayal
Antyodaya Yojana- National Urban Livelihoods Mission during the last
five years, year and State/UT-wise including the members enrolled in
Self-Help Groups (SHGs) is placed at Annexure-I. The details on
individuals trained under skill development components is placed at
Annexure-II. The details on urban poor promoted as micro-enterprises is
placed at Annexure-III. The details on the number of beneficiaries
provided with shelterless support is not maintained by the Ministry of
Housing and Urban Affairs.

(b): The year wise and State/UT wise details of target fixed, achievements
made and fund sanctioned, released and utilized are placed at
Annexure-IV.
(c): The cumulative details on loans facilitated (number and amount, bank
linkage vs. interest subsidy) and the number of micro- enterprises
established are placed at Annexure-V and Annexure-III respectively.
However, the Ministry of Housing and Urban Affairs does not maintain
year wise data on bank linkage vs. interest subsidy, details on the
survival rate of micro-enterprises at one and three year mark. Similarly,
information on the proportion of women, SC/ST and other vulnerable
groups among the beneficiaries disaggregated by year and State/UT-
wise is also not maintained.
(d): City Livelihoods Centres (CLCs) were established to strengthen market
linkages for urban micro-enterprises, especially women-led ones, by
connecting buyers and sellers and addressing demand–supply gaps.
SHG products were promoted through various e-commerce platforms
with over 2,000 products from SHGs listed online. In 2024, the ‘Urban
Square’ event at Bharat Mandapam showcased SHG products and urban
artisans, promoting inclusive development and expanding livelihood
opportunities for street vendors. The mission concluded on 30.09.2024.
